<br />Department of Transportation, State of California, (VTN Engineers)
<br />Mr. Young referred to his memorandum dated May 29, 1975, regarding proposals received for the preparation of an
<br />Accident Identification and Surveilance Program, and requested approval from the City Council to enter into an agree-
<br />ment with VTN Engineers of San Bernardino for these services, at a cost not to exceed $11,813. Mr. Young advised
<br />this program will be completely financed by the State and no City funds will be expended.
<br />Moved by Councilwoman Spragins, seconded by Councilman Hayes, to approve entering into agreement with VTN Engineers
<br />for preparation of Accident Identification and Surveillance Program study. Vote was unanimous.
<br />Street Division
<br />Paving Projects
<br />Mr. Young referred to his memorandum dated May 29, 1975, requesting permission to advertise for heater remix and one
<br />inch overlay paving projects along Washington Street and North La Cadena Drive. Both projects are eligible for Gas
<br />Tax expenditures.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, Council authorized permission to advertise for paving
<br />projects. Vote was unanimous.
<br />Deeds
<br />Quitclaim Deed, Parcel Map 2538
<br />Mr. Young read from his memorandum dated May 29, 1975, regarding the dedication of Lot A. Parcel Map 2538, and request-
<br />ed Council's acceptance and approval of the parcel map and quitclaim deed, and authorization for the Mayor to execute
<br />both documents, as provided in the Subdivision Map Act.
<br />Moved by Councilwoman Spragins, seconded by Councilman Rehrer, Council accepted and approved Parcel Map 2538 and
<br />Quitclaim Deed, and authorized the Mayor to sign same. Unanimous vote.

<br />Kern Painting & Sandblasting
<br />Mr. Young reported from his memorandum dated May 29, 1975, requesting the bid for the Domecq Reservoir painting be
<br />awarded to Kern Painting and Sandblasting in the amount of $8,890, and that a resolution be approved to transfer funds
<br />for this purpose.
<br />Moved by Councilman Rehrer, seconded by Councilwoman Spragins, Council awarded bid to Kern Painting and Sandblasting
<br />in the amount of $8,890 for the Domecq Reservoir painting. Vote was unanimous.

<br />Mr. Young referred to his memorandum dated May 29, 1975, requesting the bid for the chain link fencing at the City
<br />Yards be awarded to Albrite Fence Company in the amount of $11,090, and that a resolution be approved for the transfer
<br />of funds to supplement this expenditure.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, Council awarded bid to Albrite Fence Company in the amount
<br />of $11,090 for City Yard chain link fencing. Vote was unanimous.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Resolution No. 3521. Unanimous vote.

<br />Agreement
<br />Department of Transportation Maintenance Agreement
<br />Mr. Young read his memorandum dated May 29, 1975, regarding a proposed agreement between the City of Colton and the
<br />Department of Transportation of the State of California, District 8, which will update the old agreement and provide
<br />monies for lighting maintenance in connection with traffic signals and intersection lighting adjacent to the free-
<br />way. Mr. Young recommended approval of the agreement and Council's authorization for the Mayor to execute the same.
<br />Moved by Councilman Hayes, seconded by Councilman Gonzales, Council approved agreement between the City of Colton
<br />and Department of Transportation of the State of California, District 8. Vote was unanimous.
<br />Moved by Councilman Hayes, seconded by Councilman Gonzales, Council approved Resolution No. 3522. Unanimous vote.

<br />Recreation & Community Center
<br />City Manager Huffaker read from his memorandum dated May 30, 1975, regarding the proposed budgets for the Recreation
<br />and Community Center activities for the 1975-76 fiscal year.
<br />Councilman Hayes felt these items should be discussed at the regular budget sessions, along with the other departments
<br />and proposals.
<br />Moved by Councilman Hayes, seconded by Councilman Rehrer, Council authorized the Recreation and Community Center
<br />Budgets be discussed at the regular budget sessions.

<br />Specifications/Positions
<br />Mr. Huffaker reported from his memorandum dated May 30, 1975, regarding hiring relatives of City employees and the
<br />existing policy which prohibits the employment of relatives of certain City employees and officials, and is found in
<br />Rule XI, Section 4 of the City's Personnel Rules and Regulations, and includes father, father-in-law, mother, mother-
<br />in-law, brother, brother-in-law, sister, sister-in-law, wife, husband, child, grandparent or grandchild.
<br />Councilman Hayes stated he is against this policy and felt it should be done away with.
