168 <br />Councilman Gonzales stated this policy will penalize a lot of people, which he felt was not fair, and that the <br />Personnel Department should be able to handle any problems that might arise with regard to employment and hiring. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, Council authorized Staff to delete the interim ruling <br />regarding hiring relatives of City employees. Vote was unanimous. <br />Boards & Commissions <br />Bicentennial Committee <br />Mr. Huffaker gave a report on the feasibility of printing the Bicentennial Logo on City letterhead and/or having <br />stickers made to be put on letterhead or other items. <br />After discussion by the Council members, it was decided the State and National decal for the Bicentennial will be <br />printed on the City's letterhead. <br />Moved by Councilwoman Spragins, seconded by Councilman Hayes, Council approved printing the Bicentennial emblem on <br />City letterhead, and printing decals for sale to the public. Vote was unanimous. <br />Bids <br />Underground Transmission Line <br />Mr. Huffaker referred to a memorandum dated May 19, 1975, whereby the Electric Utility Director, Harold Preece, <br />requested permission to advertise for bids for the installation of a 28 inch casing under the Southern Pacific <br />Railroad tracks for the purpose of installing underground a new 12KV feed circuit. This is a budgeted item. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, Council authorized permission to advertise for bids for <br />underground transmission line as requested by Staff. Unanimous vote. <br />Police <br />Personnel <br />Mr. Huffaker reported from his memorandum dated May 29, 1975, regarding an amendment to Resolution No. 3444, and <br />fixing fee compensation for Off -Duty Police service, at a rate of $5.50 per hour for Police Sergeants, Police <br />Patrolmen, and Police Reserve Officers. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, Council approved Resolution No. 3523. Unanimous vote. <br />RESOLUTION NO. 3523 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON FIXING FEE COMPENSATION FOR OFF-DUTY <br />POLICE OFFICERS. <br />CITY ATTORNEY REPORTS AND RECOMMENDATIONS: <br />nv-el4"nnrroc <br />City Attorney Hutton introduced Ordinance No. 1475 for second reading, reading it as to number and title only. <br />Moved by Councilwoman Spragins, seconded by Councilman Gonzales, to approve second reading and adopt Ordinance <br />No. 1475. Vote was unanimous. <br />ORDINANCE NO. 1475 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE NO. 9649 AS AMENDED AND PROVIDING FOR <br />``CERTAIN ZONE RECLASSIFICATIONS. <br />Claims <br />Hughes vs. City of Colton <br />Ellis vs. City of Colton <br />Perez vs. City of Colton <br />Gilbreth vs. City of Colton <br />City Atttorney Hutton reported on four claims against the City of Colton with regard to high and low voltage fluc- <br />tuation from power lines, and stated the claims should be rejected and referred to the insurance carrier. <br />On motion of Councilman Rehrer, seconded by Councilman Hayes, Council rejected the following claims and referred <br />them to the insurance carrier: Hughes vs. City of Colton; Ellis vs. City of Colton; Perez vs. City of Colton; <br />Gilbreth vs. City of Colton. Vote was unanimous. <br />ORAL COMMUNICATIONS: <br />Labor Relations <br />Mr. Jim Cooper, representative of the'San Bernardino Employees Association, addressed the Council requesting that <br />whenever any kind of policies regarding employees or the Civil Service Rules and Regulations are to come before <br />the City Council for discussion or action, the Association would like to be made aware of it. <br />EXECUTIVE SESSION: <br />Personnel Matters <br />The City Council adjourned to Executive Session at 8:20 p. m., and reconvened at 9:40 p. m., all members present. <br />Personnel matters were discussed. <br />ADJOURNMENT <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, Mayor Huntoon ad purned the meeting at 9:42 p. m. <br />%141AW Q Jlac0a) <br />HELEN A.
