COUNCIL MEETING <br />November 18, 1975 <br />X2 5 <br />A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p.m., in <br />the Council Chambers of City Hall, Mayor Huntoon presiding. <br />Mayor Huntoon led the group in the Pledge of Allegiance to the Flag. <br />Invocation was offered by the Reverend Delbert A. Shaw of the Foursquare Church of Colton. <br />f71 <br />Council members present were Hayes, Spragins, Rehrer, Gonzales, and Mayor Huntoon. Also present were City <br />Manager Huffaker, City Attorney Edwards, and City Clerk Ramos. <br />CONSENT CALENDAR: <br />Mi mit Ac <br />November, 1975 <br />WARRANTS <br />3772 through 3977 <br />23298 through 23583 <br />November 7, 1975, inclusive <br />Moved by Councilman Gonzales, seconded by Councilman Rehrer, to approve Consent Calendar. Vote was unanimous. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Mayor Huntoon read a Proclamation honoring Family Week, November 23 through 29, 1975. <br />PUBLIC HEARINGS: <br />Mayor Huntoon announced that this is the time and place fixed for Public Hearing on Planning Commission Resolution <br />No. 786, Zone Change, Index No. A-9-75, Mr. and Mrs. Raul Chacon. <br />City Clerk Ramos submitted the Affidavit of Publication and reported no pro -tests or objections had been <br />received. <br />Planning Director Williams presented the Staff Report, saying that Mr. & Mrs. Chacon desire to change their <br />property located at 1343 North La Cadena Drive from a C-2 (General Commercial) to an R-1 Zone (Single Family <br />Residential). Mr. Williams stated the applicant lives at the residence located on the property and intends <br />to expand the dwelling unit, which under the present zoning would not be permitted; in addition, the applicant <br />owns the property on the South which is zoned R-1. <br />Mayor Huntoon asked if there was anyone in the audience wishing to speak either for or against this zone <br />change application. <br />Moved by Councilman Rehrer, seconded by Councilman Gonzales to terminate the public hearing. Unanimous vote. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve first reading of Ordinance No. 1487 and <br />waive further reading. Vote was unanimous. <br />ORDINANCE NO. 1487 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE <br />NO. 9643 AS AMENDED, AND PROVIDING FOR CERTAIN ZONE <br />RECLASSIFICATIONS. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Conditional Use Permits <br />Geophysical Industries, Inc. <br />Planning Director Williams stated the Planning Commission had considered a Conditional Use Permit Application <br />requested by Geophysical Industries, Inc., to establish a'use involving a 76 lot Single -Family Residential <br />Subdivision in an R -3-X Zone. Mr. Williams stated the Planning Commission does recommend approval of the <br />Conditional Use Permit subject to the two conditions outlined in Planning Commission Resolution No. 788. <br />Moved by Councilwoman Spragins, seconded by Councilman Rehrer, to approve Planning Commission Resolution No. <br />788. Unanimous vote. <br />Governmental Agencies <br />San Bernardino County (Community Services Department) <br />Planning Director Williams reported he had met with Mrs. Millie Herrera of the Community Action Group regarding <br />garding filing of an application for a grant under a program designed to assist senior citizens with minor <br />repairs to homes owned by them. Mr. Williams stated that due to the late date the Community Action Group <br />found out about the grant and subsequent discussion with staff, it is his feeling following a discussion with <br />Mr. George Forrest of the San Bernardino County Community Services Department, that it is too late to file an <br />application. <br />Mr. Williams explained that the program offers assistance to senior citizens owning homes with minor home <br />repairs, offers senior citizens an opportunity to stay active as supervisors on home repair work and acts as <br />a training opportunity for the young to learn a skill under the supervision of the senior citizens. Mr. <br />Williams further outlined the moneys involved in the three year program and said at this time, staff feels the <br />City of Colton should go on record as supporting the project as it is his understanding that two groups within <br />our supervisorial district have filed applications to sponsor the project and Colton residents could participate <br />in the program even though the City is not a sponsor. <br />Councilman Rehrer stated he felt the project was unfair to the Building Trait because of the type of competition <br />involved. <br />RIO VI p: ���a <br />
