Councilman Rehrer voting NO. <br />Mrs. Herrera speaking on behalf of the Community Action Group encouraged the Council to write letters supporting <br />both the Third and Fourth Supervisorial District's Projects due to Colton being represented by both districts. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Agreement <br />Sewer -Peoples Federal Savings and Loan Assocation <br />Mr. Earl Young, Community Services Director, reported from his memorandum to the Council dated November 14, <br />1975, saying that if Council is in agreement with Peoples Federal Savings and Loan Association Agreement as <br />outlined in his memorandum, it would be in order to authorize the Mayor and Clerk to execute the agreement. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes to approve the agreement and authorize the Mayor and <br />Clerk to sign same. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Fi re <br />Paramedic Unit (Blood Pressure Clinic) <br />City Manager Huffaker reported that on request of Mayor Huntoon, a Blood Pressure Clinic designed for senior <br />citizens, has been set up with the suggested dates of December 2, 3, and 4 at City Hall Foyer between 9:00 <br />a.m. and 11:00 a.m. <br />Mr. Huffaker stated in addition to services of Colton's Paramedic Unit, arrange-ments have been made by Fire <br />Chief Temby to have nurses from Loma Linda Medical Center and Heart Association personnel assist in the clinic. <br />Mr. Huffaker said it is suggested that any Colton residents be allowed to have their blood pressure taken. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve and implement the Blood Pressure Clinic <br />as outlined by the City Manager. Vote was unanimous. <br />Flags <br />Mr. Walter Skelly <br />City Manager Huffaker reported some time ago, Mr. Skelly had submitted a proposal to have the City display <br />flags about the City during various patriotic holidays. r1r. Huffaker stated several studies were made by Mr. <br />Lofy, Recreation Director, as to the feasibility and cost; also, letters were mailed to various individuals <br />and organizations regarding this project and the bearing of the cost, etc. Only one reply was received from <br />one individual with a suggestion that a particular organization be responsible for this project. <br />Mr. Huffaker said this report is informational and will be turned over to the Bicentennial Committee. <br />Mr. Huffaker requested an Executive Session at the end of the Agenda to discuss a legal matter. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />ELECTIONS <br />1975 Amendments to California Elections Laws <br />City Attorney Edwards reviewed the Memorandum from the City Clerk dated November 18, 1975, stating that there <br />are several questions posed by the Clerk regarding 1975 Amendments to the California Elections Laws on which Mrs. Ramos <br />needs Council's direction prior to the next regular meeting. <br />Upon review of the questions posed, on Council consensus, it was decided as follows: <br />Candidates Statement will remain at 200 words limit; candidates for <br />elective office will not be authorized to prepare separately other <br />materials to be sent to each voter with the sample ballot; the filing <br />fee of $25.00 will remain in effect. <br />Further, it was moved by Councilwoman Spragins, seconded by Councilman Hayes, to designate one of the three <br />Council seats to be elected at the March 2, 1975 General Municipal Election to serve a two-year term, on a <br />one-time basis only. Unanimous vote. <br />BOARDS AND COMMISSIONS: <br />Recreation and Parks Commission <br />Mr. Dick Mosher, Chairman of the Recreation and Parks Commission reported that members of his commission are <br />wondering why they were not consulted with regard to participation in the site selection of the North Colton <br />Park and the pool. <br />Mr. Mosher stated the Commission members are beginning to wonder if in fact, their service as a Recreation and <br />Parks advisory body is appreciated or wanted by the Council as they are often left out of important projects. <br />Council discussion followed. It was the overall consensus that due to the late date in the Community Development <br />Projects Committee's study, there is not much that can be done by the Council to correct the inadvertence in <br />omitting the involvement of the Recreation and Parks Commission in the Community Development Projects, however, <br />the Commission will certainly be involved in any future developments within their advisory area. <br />EXECUTIVE SESSION: <br />The City Council adjourned to Executive Session at 8:20 p.m., and reconvened at 9:31 p.m., all members present. <br />PERSONNEL: <br />Refuse Division <br />City Manager Huffaker reported that an apparent pay inequity has been brought to his attention and that the <br />inequity is happening in the Refuse Division. Mr. Huffaker advised that it is recommended that Refuse Division personnel <br />be paid time and a half, whenever, the men are called upon to work during their day off. City Manager Huffaker <br />stated if Council concurs with the recommendation, minute action by motion is requested. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to pay the Refuse Division personnel time and a <br />half whenever the are required to work on their regular day off. <br />
