Z14 <br />Exhibits A, B. and C; and an alphabetical listing of property owners, assessment numbers, <br />and legal descriptions and values of the assessed properties. <br />Mr. Burnett said the third resolution approves the Report as prepared by Neste, Brudin and <br />Stone, Inc., and fixes a date for the public hearing which will be held on November 4, 1975, <br />if Council concurs. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Resolution No. 3541. <br />Vote was unanimous. <br />RESOLUTION NO. 3541 - RESOLUTION OF THE CITY COUNCIL APPROVING REPORT UNDER "SPECIAL ASSESS- <br />MENT INVESTIGATION, LIMITATION AND MAJORITY PROTEST ACT OF 1931", AND <br />FIXING A DATE OF HEARING THEREOF. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Governmental Agencies <br />County Department of Environmental Health Services (F.I.R.S.T. Program) <br />City Manager Huffaker referred to his memorandum dated September 16, 1975, regarding the Food <br />Industry -Retail and Services Training Program, which is being presented by the County De- <br />partment of Environmental Health Services for training and certification of those handling <br />food for general consumption. <br />Mr. Huffaker advised the County Board of Supervisors has adopted this program by their <br />Ordinance No. 1964, in November of 1974, and also ten incorporated municipalities in San <br />Bernardino County. <br />Mr. Huffaker said that our Chamber of Commerce endorses this program, which is self support- <br />ing and is no burden to the taxpayer, as the participants pay all costs. <br />Mr. Huffaker advised that an Ordinance has been prepared for Council's consideration and <br />adoption, approving the F.I.R.S.T. Program. <br />Moved by Councilman Hayes, seconded by Councilwoman Spragins, to approve first reading of <br />Ordinance No. 1485, and waive further reading. Vote was unanimous. <br />ORDINANCE NO. <br />1485 - AN ORDINANCE OF THE CITY OF COLTON ADOPTING BY REFERENCE AN ORDINANCE <br />OF THE COUNTY OF SAN BERNARDINO RELATING TO THE ESTABLISHMENT OF A <br />WORKER CERTIFICATION PROGRAM FOR COMPETENCY IN FOOD SANITATION PROCE- <br />DURES. <br />Taxes <br />Local Sales and Use Tax <br />Mr. Huffaker advised the City has had an arrangement with the County whereby the City shared <br />a portion of sales tax with the County, which was covered under Ordinance No. 907. <br />Mr. Huffaker reported this arrangement expires this year and in order for the City to retain <br />its full share of sales tax, a new ordinance will have to be adopted. <br />Mr. Huffaker concluded the City is presently sharing 5% of its sales tax with the County. <br />Moved by Councilwoman Spragins, seconded by Councilman Hayes, to approve first reading of <br />Ordinance No. 1484, and waive further reading. Vote was unanimous. <br />ORDINANCE NO. 1484 - AN ORDINANCE IMPOSING SALES AND USE TAX TO BE ADMINISTERED BY THE STATE <br />BOARD OF EQUALIZATION AND PROVIDING PENALTIES FOR VIOLATIONS. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Weed Abatement <br />Assistant City Attorney Edwards read a memorandum dated September 81 1975, from City Attorney <br />Hutton, in answer to Councilman Gonzales' memorandum dated August 19, 1975, regarding weed <br />abatement. <br />City Attorney Hutton's memo suggested that although Councilman Gonzales' recommendations had <br />merit - in particular that of providing an additional special ten days written notice to <br />property owners when it is obvious charges will increase substantially from one year to the <br />next just before work is to be done - the City Attorney felt the present procedure that the <br />City follows for Weed and Rubbish Abatement, as set forth in Section 39501 of the Government <br />Code, is the better one. Mr. Hutton advised that any change at this point, by the City, <br />should be made after very careful consideration. <br />Discussion followed among Council members with regard to the existing methods being followed <br />for week abatement, and the possibility of changing these procedures somewhat to arrive at a <br />more efficient and reliable weed abatement program, that would be beneficial to both the City <br />and the property owners. <br />Council consensus was that the procedures as recommended by Councilman Gonzales were favorable <br />and could be put into effect for the City's weed abatement program. <br />SEP 1 A 1975 <br />
