<br />Mr. Huffaker advised that he has had discussions with members of the Board of Supervisors
<br />and they are receptive to the idea of a new library.
<br />Mr. Huffaker said with regard to Library Board member, Sara Ceizler, she is still an active
<br />Board member and although there is the possibility she may move from this area, this has
<br />not happened as yet, therefore, Mrs. Ceizler is still presently a member of the Library
<br />Board.
<br />Governmental Agencies
<br />Inland Manpower Association
<br />City Manager Huffaker read a letter from Mr. A. Norton Younglove, Chairman of the Inland
<br />Manpower Association of San Bernardino and Riverside Counties, requesting that our City
<br />support recent legislation that will allocate supplemental job funds to areas of high
<br />unemployment and improve the C.E.T.A. Program. The letter further requests that the City
<br />of Colton notify the members of the California delegation in Congress of our support in
<br />time for their September reconvening.
<br />Moved by Councilman Hayes, seconded by Councilwoman Spragins, that the City of Colton supports
<br />recent legislation for the continuation and improvement of the C.E.T.A. Program. Vote was
<br />unanimous.
<br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS:
<br />Variance
<br />Robert & Sue Poland
<br />Planning Director Williams advised that Planning Commission Resolution No. 782 recommends
<br />approval of a Variance application requested by Robert R. and Sue Poland, to reduce the
<br />required 25 foot rear yard setback to 20+ feet, permitting a room addition to the existing
<br />dwelling located at 1105 Serrano Drive.
<br />Moved by Councilwoman Spragins, seconded by Councilman Rehrer, to approve Planning Commission
<br />Resolution No. 782. Vote was unanimous.
<br />Conditional Use Permit
<br />Neal T. Baker Enterprises, Inc.
<br />Planning Director Williams reported that Planning Commission Resolution No. 783 recommends
<br />approval of a Conditional Use Permit application, subject to three conditions, requested
<br />by Neal T. Baker Enterprises, Inc., to allow construction of a drive-through restaurant with
<br />interior seating at 22905 Washington Street.
<br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Planning Commission
<br />Resolution No. 783. Vote was unanimous.
<br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS:
<br />Special Sewer Assessment
<br />District No. 1975-1, Grand Terrace Area
<br />Mr. Daniel H. Burnett, Project Manager for Neste, Brudin & Stone, Inc., made the presentation
<br />for Sewer Assessment District 1975-1, to provide sanitary sewer service to the Grand Terrace
<br />area.
<br />Mr. Burnett stated there are three resolutions to be considered and approved by the City
<br />Council this evening.
<br />The first resolution adopts the boundary map showing the location and extent of construction
<br />of the public improvements and also shows the boundaries of the district to be assessed and
<br />the costs and expenses of these improvements.
<br />Mr. Burnett continued that Area A, which includes Terrace Avenue between Barton Road and
<br />DeBerry Street, has 21 assessment units at an estimated cost of $2,366 per unit, for a total
<br />project cost of $49,686. Area B, which includes Chumash,Cahuilla and Mojave Streets (Tract 7582),
<br />has 45 assessment units at an estimated cost of $3,128 per unit, for a total project cost of
<br />$140,760, making a grand total of $190,446 for the project.

<br />3539. Unanimous vote.
<br />RESOLUTION NO.
<br />3539 - RESOLUTION OF THE CITY COUNCIL ADOPTING A MAP SHOWING THE GENERAL NATURE,
<br />LOCATION AND EXTENT OF THE CONSTRUCTION OF CERTAIN PUBLIC IMPROVEMENT
<br />WORK AND SHOWING THE PROPOSED BOUNDARIES OF THE DISTRICT TO BE ASSESSED
<br />FOR CERTAIN COSTS AND EXPENSES OF SAID IMPROVEMENT.
<br />Mr. Burnett advised the second resolution covers the preliminary determination and orders the
<br />preparation of a report on the improvements that have been discussed and are being considered.
<br />Moved by Councilwoman Spragins, seconded by Councilman Rehrer, to approve Resolution No. 3540.

<br />RESOLUTION NO. 3540 - RESOLUTION OF THE CITY COUNCIL COVERING PRELIMINARY DETERMINATION AND
<br />AND ORDERING THE PREPARATION OF A REPORT ON SAID IMPROVEMENT.
<br />Mr. Burnett then discussed the Investigation Report in its entirety as prepared by Neste, Brudin
<br />and Stone, Inc., which is pursuant to the provisions of the Special Assessment Investigation,
<br />Limitation and Majority Protest Act of 1931, being Part 2, Division 4, of the Streets and High-
<br />ways Code of the State of California. The Report contains a step by step procedure to be follow-
<br />ed for the execution of Assessment District No. 1975-1 as contained in Sections 1 through 11;
