<br />Construct a Multi -Service Center building, containing 3,440 square feet, at Veterans Park.
<br />Construct a Community Center building, containing 6,500 square feet, at Municipal Park.
<br />Demolish the existing swimming pool at Municipal Park, and construct a new swimming pool.
<br />Defer the construction of a new shower/locker room building at Municipal Park until additional funding sources are
<br />available.
<br />Mr. Perez stated the total cost for these projects, as recommended by the Commission, would be $519,396.
<br />Alternate No. 2
<br />Mr. Perez said that Alternate No. 2 consists of the following:
<br />Veterans Park/Multi-Service Center Building
<br />Deduct the masonry walls and substitute with frame and stucco walls, with drywall interior, for a total net savings
<br />of $16,400.
<br />Municipal Park/Community Center & Swimming Pool Complex
<br />Demolish the existing swimming pool and the existing shower/locker room building; construct new swimming pool; and
<br />construct a new 6,500 square foot Community Center Building with new shower/locker room facilities (approximately
<br />3,500 square feet), with 32 parking spaces, for a cost of $374,020.
<br />Mr. Perez stated the total cost for these projects, as outlined in Alternate No. 2, would be $502,996.
<br />Alternate No. 3
<br />Veterans Park
<br />Increase the building area of the Multi -Service Center to 4,600 square feet, using the less expensive materials for
<br />construction, which would cost $165,376.
<br />Municipal Park
<br />Construct Community Center building, containing 6,500 square feet, and wing, containing 3,500 square feet, for
<br />shower/locker room facilities; demolish existing swimming pool and existing shower/locker room building, and construct
<br />new swimming pool.
<br />Mr. Perez stated that the total cost for these projects, under Alternate No. 3, would be $534,578.
<br />Mayor Beltran and Councilman Hayes felt that Alternate No. 3 would best suit the City's needs for these projects, util-
<br />izing the better materials for construction in order to maintain good, sound buildings for years to come.
<br />Councilman Gonzales questioned the rehabilitation of the existing shower/locker room building at a cost of $3.00 per
<br />square foot.
<br />Mr. Perez explained that this $3.00 per square foot figure was for structural rehabilitation only. Mr. Perez stated
<br />the existing building is not structurally sound and would require extensive reinforcement to bring it up to code.
<br />Mayor Beltran asked Mr. de la Cerda the amount of the funds for the Third Year Program.
<br />Mr. de la Cerda replied the amount will be $273,000. Mr. de la Cerda advised that the first public hearing for the
<br />Third Year Application for funds will be held on Thursday, December 16.
<br />Mayor Beltran stated the funds are available for these projects, along with third year funding and the housing
<br />program which the City will be getting into, therefore, he would suggest to the Council that the City proceed with
<br />the projects as outlined under Alternate No. 3, utilizing the better construction materials as originally indicated
<br />by Mr. Perez. Mayor Beltran said he comes up with a total cost figure of $580,978.
<br />Councilman Hayes stated he also felt the City should proceed with these projects, and possibly seek alternate
<br />funding for a housing program.
<br />Councilman Rehrer stated that although he is in favor of the projects as outlined, he is opposed to planning on the
<br />use of funds that the City does not as yet have. Mr. Rehrer said this could have an adverse affect on our housing
<br />program and third year funds, or other future projects for the City.
<br />Councilman Rehrer said he would like to suggest that the City proceed with the projects as outlined in Alternate
<br />No. 3, excluding the swimming pool, and when the City definitely has the additional funding available, proceed with
<br />the construction of a new swimming pool.
<br />Discussion was held with regard to a housing program for the City and the use of these proposed funds.
<br />Mr. de la Cerda stated that the City must have a Housing Assistance Plan program, and this can be accomplished
<br />through Section 8 funding from HUD. Mr. de la Cerda advised that the funds are available, however, HUD has not
<br />released them as yet.
<br />Mayor Beltran said the Council is now getting into areas of future projects, which they can address themselves to
<br />at a later date, however, the City must now proceed with what they have started to do and move ahead with the
<br />projects at hand.
<br />Councilman Hayes asked what is the total square footage of the existing Multi -Service Center, and questioned
<br />whether or not the proposed 4,600 square feet for the new Center would be sufficient.
<br />Mrs. Bea Hernandez, Director of the Multi -Service Center, stated the existing building has approximately 4,200
<br />square feet of area and they are crowded, however, she felt the proposed 4,600 square feet would be sufficient for
<br />the new Center.
<br />Discussion was then held with regard to Alternate No. 3, and the proposed projects and costs as outlined.
<br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, to proceed with the projects as outlined in Alternate
<br />No. 3, excluding the swimming pool.
<br />Mr. Perez stated before the Council Members vote on the motion, and for his information and clarification, he would
<br />like to define the motion that has been made and be sure of the action that the City Council is taking.
