Community Services Director Young explained the current chain measuring method being used, stating this method is <br />time consuming, requiring a two man operation, and more important is not the most accurate way of measuring. <br />Discussion followed. <br />In discussion of Account 4003-01, the salaries for the Principal Engineering Aide, Senior Engineering Aide, and <br />Public Works Inspector were quoted. <br />Discussion was held on Account 35, Professional Services, involving contracting of Registered Engineers, i.e., <br />Neste, Brudin and Stone and Currie Engineering. <br />Mayor Beltran stated this is the area that he wants to address himself to the Council on. <br />Mayor Beltran stated he cannot see the point in paying $10,000 for consulting services and paying the Department <br />Head of Community Services the top salary, if in fact, the Department Head is not a qualified Registered Engineer. <br />In other words, the Mayor said, the Department Head is being paid what we normally would pay to have a Registered <br />Engineer on board and on top of that we are still paying $10,000 additional for the degree from the outside agency. <br />Further discussion followed on the pros and cons of having a Registered Engineer on board. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros to tenatively approve the Engineering portion of the <br />Community Services Budget. Motion failed. Mayor Beltran and Councilman Gonzales voting NO. <br />Mayor Beltran reported that this budget would be reviewed again and the position discussed again prior to final <br />approval. <br />Street Maintenance <br />City Manager Huffaker reported this budget reflects the costs of the City's street maintenance program, including <br />patching,, paving, and other general maintenance. In addition, Mr. Huffaker, said a portion of the Streets and <br />Sanitation Superintendent Salary had been previously budgeted in the Refuse, Sewer, and Street Sweeping budgets <br />and it is now wholly within this budget which accounts for the increase in Personal Services. <br />After minimal discussion, moved by Councilman Hayes, seconded by Councilwoman Cisneros, to tentatively approve <br />the Street Maintenance portion of the Community Services Budget. Unanimous vote. <br />✓ Street Sweeping <br />City Manager Huffaker introduced the budget saying this reflects the cost of sweeping approximately 1,350 curb <br />miles of City streets monthly. <br />Discussion followed on alternate methods of providing a street sweeping service to the citizens. <br />Methods proposed were to contract the service out. Mr. Young said this alternative could be accomplished sometime <br />in the future through retirement of employees and attrition. <br />Another alternate proposed was to provide the service by having one motor sweeper operator sweep the residential <br />areas every other week. <br />On Council consensus Staff was instructed to provide a supplemental report on the two alternates and in particular, <br />for the immediate future; to seriously present a definite proposal for providing Street Sweeping on a two week <br />basis. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales to tentatively approve the Street Sweeping portion of the <br />Community Services Budget, Unanimous vote. <br />The following budgets were approved on a tentative basis following a brief introduction by the City Manager on an <br />individual basis and minimal discussion. <br />Street Lighting. (Gonzales/Cisneros) <br />Traffic Signals.. (Gonzales/Hayes) <br />Traffic Signs. (Cisneros/Gonzales) <br />Traffic Striping. (Cisneros/Hayes) <br />Council recessed for ten minutes at 10:00 a. m. <br />Curbs, Gutters, Sidewalks <br />City Manager Huffaker introduced the budget pointing out that funds are to cover the cost of replacement and <br />maintenance of curbs, gutters, and sidewalks. <br />Mr. Huffaker reported Staff has looked into various alternates in this area and he is bringing this to the Council <br />for discussion purposes. <br />Mr. Huffaker said in some areas the property owner is charged for replacement of sidewalks or the maintenance of <br />such, and in other areas this type of service is contracted out. <br />Discussion followed. Council consensus was that the City should continue in the same fashion for this service. <br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros to tentatively approve the Curbs, Gutters, and <br />Sidewalks portion of the Community Services Budget. <br />The following budgets were approved on a tentative basis following a brief introduction by the City Manager on an <br />individual basis and minimal discussion. <br />-Weed Abatement. (Cisneros/Hayes) <br />City Yards. (Gonzalez/Cisneros) <br />_ Auto Shops. (Hayes/Cisneros) <br />Parks Maintenance <br />City Manager Huffaker introduced the budget saying these funds are to maintain the various parks within the City. <br />J UiJ 12191 6 <br />
