303 <br />The increase in the operating section of the budget reflects the rising costs in maintenance materials. Mr. Huffaker <br />reported some equipment to be used in grounds maintenance is included under Capital Outlay. <br />After brief discussion, moved by Councilman Hayes, seconded by Councilwoman Cisneros to tentatively approve the Parks <br />Maintenance portion of the Community Services budget. Unanimous vote. <br />Street Trees and Parkways <br />After brief discussion moved by Councilman Gonzales, seconded by Councilwoman Cisneros, to tentatively approve the <br />Street Trees and Parkways portion of the Community Services Budget. <br />Parks Improvements - Special Construction <br />City Manager Huffaker reported these items would be the Tables and Benches at $2,500, at Veterans Park - Lights Replace- <br />ment at $8,000, Court Refurbishing at $3,000, Restroom Refurbishing at $5,400. <br />Mayor Beltran reported that he, along with Mr. Lopez, Parks and Cemetery Superintendent, had met with a group of <br />people living primarily in the Housing Project. <br />Mayor Beltran informed the Council on the group's feelings toward various park improvements. One of the subjects <br />discussed at the meeting was that of allowing the users of Veterans Park to paint mural -type pictures on the buildings. <br />Mayor Beltran said this type of program has been implemented in the Los Angeles area and is successful because it <br />reduces the costs and frustrations brought about by the graffitti defacing. <br />Council consensus was that a broad base policy should be drawn up to allow the painting of murals in the park. Dis- <br />cussion on the type of policy needed brought out that someone should be in charge from the City for the various <br />projects and the general concept of the murals. <br />Mayor Beltran reported other areas discussed were improvements in the handball court area because of water flooding <br />problems and the fact that the wall needs to be lengthened and made higher; the group requested that some type of a <br />net be placed across the basketball court to enable other games to be played, the group would like a planned thinning <br />of Park trees; it is the group's opinion that the grassed, informal area of the Park is too thick with trees which <br />reduces the area available for playing informal ball games; a request was made to utilize the southern portion of <br />the ball park for sports such as football and soccer. <br />Discussion was held on all requests and on lighting on the basketball court area and the ballpark area. <br />Mayor Beltran further reported that in addition to the other requests, some type of protection from the wind is needed <br />on the windward side of the park. Mayor Beltran said people utilizing the barbecue grills end up eating dirt and <br />sand along with their meal due to the wind. <br />Mayor Beltran reported he will be meeting with the group again to formalize some of the requests made and invited <br />any Council member who wished to attend to feel free to do so. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to instruct the Mayor to write a letter to the Southern <br />Pacific Railroad asking them to pave the road leading into the ballfield or that they place a chain link fence along <br />their property line. Unanimous vote. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to tentatively approve the Parks Improvements - <br />Capital Improvements portion of the Community Services Budget with the possibility of further additions at a later <br />date. Unanimous vote. <br />Council recessed for lunch at 11:45 a. m. Council reconvened at 1:00 p. m. <br />Restricted Funds - Equipment Replacement <br />City Manager Huffaker explained that some equipment replacement had not been discussed during the morning conside- <br />rations of the budgets. Mr. Huffaker stated this equipment is one skip loader for the Parks Department and one <br />front end loader for the Street Maintenance portion. <br />Discussion followed. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to tentatively approve ,the Equipment,"eplace,ment for <br />the Parks and Street Maintenance portions of the Community Services Budget. Unanimous vote. <br />Water <br />City Manager Huffaker introduced the budget saying this was an enterprise account. Mr. Huffaker reported some of <br />the increases in this budget are due to cost of power and inflation. <br />Mayor Beltran raised the question in regard to frequency and number of emergency calls. <br />Mr. Young replied that the calls are numerous and frequent, however, he has discussed the possibility of deleting <br />the standby time with the Water Superintendent. Mr. Young stated that further study is warranted to determine <br />whether it will be a workable situation and in turn save some overtime salaries. <br />Councilman Hayes asked for clarification of the Safety Climb for the Storage Tank listed in Account 18, Safety <br />Equipment. <br />Mr. Young replied that OSHA requires the City to have a certain type of ladder with which to climb the large storage <br />tank. <br />Mayor Beltran asked for clarification of Account 35, Professional Services. <br />Mr. Young explained the professional services are for analyzing of samples of water by the San Bernardino Flood <br />Control, the other is for a T.V. camera to be lowered into the wells to determine the condition of the casings. <br />Mayor Beltran stated that Account 41, Miscellaneous Expenses, calls for $800 for T.V. viewing of well casings. <br />Mayor Beltran asked for clarification between Account 41 and Account 35. <br />Mr. Young extended his apologies, stating that he would have to seek clarification from Mr. Trusty, Water Superin- <br />tendent, who is on sick leave. <br />Moved by Councilman Gonzales, seconded by Councilman Hayes, to tentatively approve the Water portion of the <br />Community Services Budget.
