The City Council budget would then reflect 100% salary and fringe <br />benefits of a Secretary II. <br />Discussion was held with regard to adequate housing and equipment for the proposed secretary to the City Council, <br />and the possibility of an additional employee in Personnel to meet future Federal requirements. <br />Councilman Rehrer questioned the last item under the City Council Budget - Telephone for automobile, installation <br />and monthly charge, in the amount of $2,000, and asked what this was for. <br />City Manager Huffaker stated this is for communication, and someone had suggested a telephone rather than a radio. <br />It was put into the City Council Budget, however, it should be under the Civic Center Budget. <br />Councilman Rehrer stated that he cannot see putting a telephone in an automobile that is also going to be used as a <br />pool car. Mr. Rehrer continued that if it is necessary to make a telephone call, it can be made from anywhere, but <br />to spend $2,000 for a telephone in a car is unjustifiable, and our City cannot afford that kind of a luxury. <br />Mayor Beltran stated that he is not aware of whether or not any of the other City cars have a telephone in them, <br />however, he knows that all of them have radios. Mayor Beltran asked if the Council desires a radio or a telephone, <br />or any other type of communication that is possible, or no communication at all. <br />Councilman Rehrer reiterated that this kind of an expenditure the City Council does not need, and he would therefore <br />like to move that each Council Member be given a car allowance, using their own cars, or turn in their gas mileage <br />report for reimbursement from the City. <br />Motion died for lack of a second. <br />Councilman Gonzales stated he would like to make a motion that the CETA employee from Personnel be designated as <br />the City Council secretary and her salary be picked up starting January 1, 1977. <br />Mayor Beltran suggested that Councilman Gonzales re -phrase his motion due to the contemplated construction and <br />because of an occupancy factor that will have to be considered. Mayor Beltran said the construction could begin by <br />January 1st, or it could begin before that. <br />Councilman Gonzales stated that if something should come up in between that time, it can always be brought to the <br />Council, however, he felt that his motion should stand as it was made. <br />Councilman Rehrer said that he will second the motion as made by Councilman Gonzales. Vote was unanimous. <br />Councilman Gonzales moved that the office equipment for the secretary, including desk and chair, typewriter, telephone <br />installation and monthly charge, and miscellaneous desk equipment, in the amount of $1,690 be approved. <br />Discussion was then held with regard to clarification as to the exact amount of funds to be approved for the secretary's <br />salary and the office equipment involved. <br />City Manager Huffaker stated the amount shown for telephone, installation and monthly charge, $360, would not be <br />the amount for a full year, however, he would recommend that the items as listed by adopted. <br />Councilman Rehrer asked if this also included the telephone for the automobile, the installation and monthly charge. <br />City Manager Huffaker stated that this item should be included in the Civic Center Budget on Page 2, and had inadvertently <br />been put in the City Council Budget. <br />Mayor Beltran stated that the City Manager is recommending that the memorandum be adopted as submitted. <br />Councilman Gonzales moved that the memorandum be adopted. <br />Councilwoman Cisneros stated that is too broad, what do you mean that the memorandum be adopted? <br />Mayor Beltran stated that he will second the motion. <br />Mayor Beltran said the items concerning the secretary for the City Council and the necessary office equipment are <br />for a period of one half of a year, and Councilman Gonzales' motion is for adoption of all the other items. <br />Councilwoman Cisneros said then the other items, those mentioned for the City Council, would be effective beginning <br />January 1? <br />Mayor Beltran answered yes, because the construction would not be started until that time anyway. <br />Councilman Gonzales added that actually this will be a savings in the long run, because it is only for one half of <br />the year. <br />Councilwoman Cisneros stated that she had questioned this because she wanted it clarified. <br />Councilman Gonzales stated this is why his motion was for adoption of the memorandum because a savings will be <br />incurred until the complex is ready, and we need the office furniture, etc., now anyway. <br />City Attorney Edwards suggested that if the City Council is going to adopt this motion, then a fully changed copy <br />of the document, with all of the figures changed, be supplied to the City Clerk for the record. Mr. Edwards said <br />in its present form, he feels that the motion is unclear and it might be very difficult for the City Clerk, at some <br />time in the future, to demonstrate exactly what it was that was adopted, the way the records stand at the moment. <br />Councilman Gonzales stated the only item he has deleted is the Secretary II position, which he recommended replacing <br />with the CETA employee from Personnel. Mr. Gonzales said he made a motion to this effect, it was seconded and <br />unanimously passed. Mr. Gonzales continued that his last motion was to adopt the remainder of the memorandum. <br />Mr. Edwards suggested that the physical changes be made on the memorandum, let the other members of the City Council <br />see the document and then present this to the City Clerk so that she will have a copy in her possession which can <br />be incorporated in the Minutes, and that way there will be a record as to what was done. Mr. Edwards stated it is <br />quite difficult for the City Clerk to interpret and make changes in the document. <br />Mayor Beltran instructed Acting Director of Finance Ruby Andengaard to make the necessary changes in the figures on <br />the memorandum, and the City Council will recess for five minutes. <br />Councilman Rehrer asked Acting Director of Finance Ruby Andengaard, with regard to the Reclassification in the <br />Finance Department from Secretary II to Administrative Secretary, what is the Finance Department going to do about <br />the Secretary II. <br />Mrs. Andengaard replied that it was her understanding that the Administrative Secretary will work for both the <br />
