<br />BUDGET:
<br />Community Promotion
<br />City Manager Huffaker reported the item under Community Promotion Budget that has not been approved is the Chamber
<br />of Commerce request for $15,000.
<br />Mayor Beltran stated the reason the Chamber of Commerce request was held in abeyance was due to the fact the City
<br />had approached the Chamber regarding securing a portion of the building. Mayor Beltran stated the Police Depart-
<br />ment is in dire need of additional office space and as such, an amount of $25,000 was requested in their budget,
<br />it was the City's hope that by securing a portion of the Chamber Building, the City could save $15,000 in expansion
<br />costs.
<br />Mayor Beltran stated he is aware of the Chamber of Commerce Board's decision and he has read the resolution, however,
<br />it is his feeling that had the Chamber been made aware that many of the meeting activities that currently use the Chamber
<br />Meeting Room could be housed in the future Multi -Service Center and Senior Centers and that the Council Chambers would
<br />be made available presently, perhaps their decision might have been different.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Gonzales, to approve the Chamber of Commerce Budget request of
<br />$15,000. Motion carried. Councilman Rehrer voting NO.
<br />Police
<br />Moved by Councilwoman Cisneros, seconded by Councilman Gonzales, to approve the $25,000 Capital Improvement Budget for
<br />the Police Department. Motion carried. Councilman Rehrer voting NO.
<br />Debt Service Funds
<br />City Manager Huffaker reported this budget includes money for payment of principal and interest on various bonds
<br />payable by the City.
<br />Mr. Huffaker said the discussion of the tax decrease is included in this, because legally, once general obligation
<br />bonds are paid, you have to decrease the tax rate at the end of the year if the Council chooses to raise the tax
<br />rate they can certainly do so.
<br />Discussion followed.
<br />City Manager Huffaker advised Council that in the adoption of this budget a tax decrease is effected, if the Council
<br />decides to raise the tax rate, this can be accomplished at the time the Council adopts the Ordinance setting the
<br />tax rate.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Gonzales, to approve the Debt Service Funds Budget. Unanimous
<br />vote.
<br />Data Processing
<br />Discussion was held relating to the reclassification of an Account Clerk II to a Computer Operator I. Discussion
<br />centered on added cost of salary, and method of filling the position once reclassified.
<br />Mrs. Andengaard explained that it is her understanding that this will be filled on a promotional basis, that is, it
<br />will be posted and applications from within the City accepted, an examination will be given and the most qualified
<br />will be selected to fill the position. Mrs. Andengaard stated the possibility exists that the person now doing the
<br />job would not be selected and therefore, would be out of a job. Mrs. Andengaard said the employee is aware of this
<br />possibility.
<br />Moved by Councilman Gonzales, seconded by Councilman Hayes, to approve the Data Processing Budget of the Finance
<br />Department. Motion carried. Councilman Rehrer voting NO.
<br />Taxes and Receivables
<br />Mrs. Andengaard reported that a question had been raised on Account 30, Office Supplies & Postage, and that she had
<br />checked this, and the amount allocated is for the Business Licenses and the mailing thereof.
<br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve the Taxes and Receivables Budget of the
<br />Finance Department. Unanimous vote.
<br />General Services
<br />City Manager Huffaker reported the main item of concern in this budget was the salary account for the General Services
<br />Supervisor. Mr. Huffaker stated that Council had allowed a Step A and B combination in the salary account.
<br />Mrs. Andengaard reported that selection of the General Services Supervisor has been completed and the individual will
<br />commence work on July 6 at the A Step entry level.
<br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, to approve the General Services Budget of the Finance
<br />Department. Unanimous vote.
<br />Gas Tax
<br />City Manager Huffaker reported these are restricted funds.
<br />Community Services Director, Earl Young, reported on the projects to be accomplished with the $220,000 in the Streets
<br />Construction Gas Tax Fund. The projects are, right of way acquisition - Aqua Mansa to La Cadena Drive at $20,000 and
<br />actual widening of Agua Mansa, La Cadena Drive along Rancho at $200,000. Mr. Young said these projects along with last
<br />year's projects of Georgia to Agua Mansa along Rancho will complete the Rancho Avenue project.
<br />Moved by Councilman Gonzales, seconded by Councilman Hayes, to approve the Gas Tax Budget in the amount of $220,000.
<br />Unanimous vote.
<br />Local Transportation Fund
<br />Presentation by Mr. Young of the various paving projects totalling $60,000.
<br />Moved by Councilman Gonzales, seconded by Councilwoman Cisnerog-',to approve the Local Transportation Fund in the amount of
<br />$60,000 for Streets Construction. Unanimous vote.
<br />Discussion followed on the fund balance from SB 325 monies, due to the possibility of commencing a Dial -A -Ride operation
<br />as Council has previously discussed. Mrs. Andengaard reported that decreasing the fund balance by $60,000, the available
<br />fund balance July 1, 1977, will be $174,000.
