296 <br />Discussion was held on the bullet-proof vests requested. Chief Elliott stated that Officers would be required to <br />wear the vests at all times while on duty. <br />Cost of machine maintenance, standardizing equipment, in particular typewriters, and the possibility of securing a <br />person to do all machinery maintenance was discussed. <br />Mayor Beltran requested that Staff secure the proposed budgets for the Safety Services from the surrounding cities, <br />i.e. Rialto, Fontana, etc. <br />Discussion followed on Capital Outlay requests for typewriters and Safety Emergency Lights Blue and Red combination. <br />On Council consensus the amount of $1,074.20 for typewriter was deleted. <br />Moved by Mayor Beltran, seconded by Councilman Rehrer to delete the floor Improvements with the exception of $680 <br />for carpeting of the Dispatcher area and the Police Interview Room. Unanimous vote. <br />Discussion followed on the Police Building addition. <br />Discussion followed on the lease with the Chamber of Commerce for the portion of the building where they are <br />housed. <br />On Council consensus the Police Building Addition fund of $25,000 was reduced to $10,000. <br />Moved by Councilman Gonzales, seconded by Councilman Hayes, to instruct the City Attorney to look into acquisition <br />of a portion of the Chamber of Commerce Building beginning with the Conference Room area. Unanimous vote. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to tentatively approve the Police Budget with the <br />deletions outlined. Unanimous vote. <br />Council recessed for lunch at 12:00 noon. Council reconvened at 1:30 p. m. <br />Account 01-2003-4 Boarding of Prisoners was discussed. <br />Animal Control <br />Council discussed the Miscellaneous Expenses, Account 40, and Account 21, Vehicle Operating Expense. <br />Councilman Rehrer asked if a new Animal Vehicle Truck is scheduled to be purchased and is the $387.64 for new <br />tires still needed. <br />Chief Elliott replied that due to the type of traveling and time on the road of the truck, a change of tires will <br />be required. <br />Motion by Councilman Gonzales, seconded by Councilman Hayes, to tentatively approve the Animal Control Budget <br />portion of the Police Department. Unanimous vote. <br />Community Relations <br />Mayor Beltran asked for an explanation of Account 40, Special Department Expenses, in regard to the programs <br />mentioned. <br />Chief Elliott reported the Community Relations Officer has a continuous program in the Schools, working with civic <br />groups, have had two general meetings with the public this year - hope to increase that, all films needed have now <br />been purchased, the material needed for a better crime prevention program have been secured, self defense for <br />women, gang relations, etc., however, in order to put on the programs some expenses are involved. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to tentatively approve the Community Relations Budget. <br />Unanimous vote. <br />Multi -Purpose Center <br />Mayor Beltran asked if anyone ever had consulted with the Director of the Center in regard to the budget. <br />Chief Elliott replied no. <br />Discussion followed with regard to the Director being a County employee and what the County provided and what <br />expenses are incurred by the City. <br />Mayor Beltran proposed that the Center be deleted from the Police Department and placed under the City Council. <br />Mayor Beltran said that he felt the Social Areas should come under the Council. <br />Council discussion reviewed the Mayor's proposal, the programs being offered, and accountability of on the amount <br />of expenditures. <br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, to approve the Multi -Purpose Center tentative budget. <br />Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, to delete the Multi -Purpose Center from the Police <br />Department Organization and place it under the City Council. <br />City Attorney Edwards asked if the City Manager had any comments in regard to the City's Structural Organization, <br />is there such a thing as something being under the Supervision of the Council? <br />Councilman Rehrer and Councilman Gonzales withdrew their motion and second respectively. <br />On Council consensus City Attorney Edwards was asked to review the Table of Organization and to present a recommendation <br />to the Council involving placement of the Center under their jurisdiction. <br />BUDGET: (Preliminary) <br />City Attorney <br />City Manager Huffaker stated this budget reflects a $1,350 increase over last Year due to inflation and an increase in <br />Professional Services will provide funding for legal costs that may occur. <br />Discussion followed on the Agreement of Employment with the present and past City Attorneys. <br />It was determined the employment agreement was the same. The City Attorney is not on a contract and is treated as <br />a full-time employee. <br />JUN 51976 <br />
