<br />Planning Director George Williams gave the presentation on the Housing and Community Development Act application
<br />for second year funding, reviewing the items listed in the application and budget items, which will be submitted
<br />to SCAG and the State Clearing House prior to April 1, 1976.
<br />Mr. Williams stated that Council members have copies of his memorandum, statements made at previous public
<br />hearings held in November, 1975, and the application itself indicating the priorities outlined under the
<br />following sections: "Statement of Needs", "Long Term Objectives", "Short Term Objectives", "Community Development
<br />Program", and the second portion of the application "Housing Assistance Plan".
<br />Mr. Williams advised that the Community Development Program and Budget will both have to be amended; also,
<br />after receiving recommendations from the Recreation and Parks Commission on the three projects for the first
<br />year's application and funding, the City Council may desire to change the first and second year's applications,
<br />which would require amendments and additional public participation.
<br />Mr. Williams reported that since completing the application forms, new forms have been received that must be
<br />completed, in particular with regard to the Housing Assistance Plan.
<br />Mr. Williams said that the changes in these forms has made it difficult to complete the application, and
<br />frankly, that he is at a loss as to how to fill out the portion for the Housing Assistance Plan at this point.
<br />Mr. Williams stated that until there is some kind of recommendation or direction of actions taken by the
<br />Recreation and Parks Commission and final action by the City Council, he does not know how a budget or second
<br />year application can be completed. Mr. Williams said that both the City Council and the people are going to
<br />have to understand that the City is going to have to submit an amendment to our application, which will involve
<br />again public hearings, the same type of 45 day review by SCAG and the State Clearing House, and 75 day review
<br />by HUD.
<br />Mayor Beltran stated that he has filled out many Federal applications so he understands what Mr. Williams is
<br />going through. Mayor Beltran felt that inasmuch as the Recreation and Parks Commission has not as yet come up
<br />with any priorities or documentation from their meetings and hearings, and further because it appears that the
<br />application will have to be amended, the best course to take at this point is to sign the application and send
<br />it on to meet the deadline.
<br />Mayor Beltran said he feels it is pointless to discuss and review a document that will have to be amended at a
<br />later date anyway.
<br />Mr. Williams continued, discussing the aspects of the Housing Assistance Plan and advised that Staff has an
<br />appointment with HUD to discuss this particular portion of the application and how the forms are to be completed.
<br />Mr. Williams advised that the Federal requirements have again changed, in particular those regarding a Community
<br />Center. Mr. Williams continued that on January 19, 1976, the requirements for a Community Center changed from
<br />a city-wide facility serving all census tracts to a neighborhood facility serving a population of not more
<br />than 10,000 people.
<br />Discussion then followed among Council members and Staff with regard to Federal requirements, a proposed
<br />Community Center in the City of Colton and its location, and amendments that will have to be made to the
<br />applications to be submitted.
<br />Mr. Williams also recommended that the City Council seriously consider budgeting monies in the second year
<br />funding application for the hiring of at least two persons to assist with the filling out of these forms and
<br />completion of the applications. Mr. Williams said with the constant changes by the Federal Government and all
<br />of the additional work, it has really become too much for one person.

<br />Mr. R. G. Jermain, 1321 Bothwell Avenue, Colton, stated the Federal Government should send someone out here to
<br />assist with the completion of these forms and applications, and try to help the City out. Mr. Jermain said it
<br />appears that no one knows what they are doing, and he did not mean the City Council, he was talking about the
<br />Federal Government.
<br />Mrs. Sheila Rios, 890 Louise Street, Colton, said the City Council should get on the ball with regard to the
<br />second year funding. Mrs. Rios stated there are many questions to be answered and the Recreation and Parks
<br />Commission needs to know what direction to take. Mrs. Rios concluded she hopes that the City Council will
<br />really do something about the second year funding.
<br />Mayor Beltran stated he can assure Mrs. Rios and everyone else that the City Council is doing everything
<br />possible to get questions answered, and to complete these forms and applications as expeditiously as they can.
<br />Mrs. Camilla Herrera, 248 East N Street, Colton, addressed the City Council on matters pertaining to the first
<br />year's funding application, and also listed priorities concerning the second year's funding application,
<br />specifying needed programs and housing for senior citizens.
<br />Mrs. Marina Viduari, 1150 Grand Avenue, Colton, stated she is concerned about the City Council's lack of
<br />responsibility to complete these applications. Mrs. Viduari said had the City Council handled these matters
<br />in the right way the first time around, with the first year's funding, they would not have all of these problems
<br />now. Mrs. Viduari suggested the City obtain the proper information and guidelines from HUD, and said she
<br />hoped that this sort of thing will not happen with the second year funding application. Mrs. Viduari concluded
<br />that the City should not be functioning in such a manner.
<br />Mr. David Lozano, 826 Louise Street, Colton, Chairman of the Recreation and Parks Commission, extended an
<br />invitation to each of the City Council members to attend the next Commission meeting, to be held Wednesday,
<br />March 24, 1976, stating that the Commission is desirous of input from the Council members and an indication
<br />from them on the proper guidelines to be followed.
<br />Discussion followed between Mr. Lozano and Councilman Gonzales with regard to previous Recreation and Parks
<br />Commission meetings.
<br />Councilman Gonzales stated that he had attended the Recreation and Parks Commission meetings to offer information
<br />and assistance to the Commission, and he did not feel that any of his remarks made or information given were
<br />of a derogatory nature.
<br />Mrs. Esther Parkison, 1005 Florence Avenue, Colton, stated that she had certain documents that she would like
<br />to present to either the Recreation and Parks Commission or the City Council regarding the proposed Community
<br />Center.
