264 <br />Mayor Beltran stated it would be in order for Mrs. Parkison to present these documents first to the Recreation <br />and Parks Commission, and they will in turn be presented to the City Council. <br />Mayor Beltran asked if anyone else desired to speak on these matters. <br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, the Public Hearing was terminated. Vote was <br />unanimous. <br />Mayor Beltran then asked what are the wishes of the Council members. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to authorize the Mayor to sign the Housing and <br />Community Development Act application for second year funding to be submitted to SCAG, and that said application, <br />if necessary, can be amended at a later date. RAMOS <br />City Clerk <br />City of Colton <br />COUNCIL MEETING <br />April 6, 1976 <br />A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p. m., in the <br />Council Chambers of City Hall, Mayor Beltran presiding. <br />Mayor Beltran led the group in the Pledge of Allegiance to the Flag. <br />Invocation was offered by the Reverend Ronald Torrano of the Azure Hills Seventh-Day Adventist Church. <br />ROLL CALL: <br />Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Vote was unanimous. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Governmental Agencies <br />SANBAG <br />Mayor Beltran referred to two letters from San Bernardino Associated Governments, dated March 18 and March 29, <br />1976, regarding representatives from the Colton City Council to serve on the SANBAG Board of Directors. <br />Mayor Beltran requested Council's approval to serve on the SANBAG Board of Directors as the City's Representative, <br />and that Councilwoman Cisneros serve as the Alternate Representative. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve appointment of Mayor Beltran as Representative <br />and Councilwoman Cisneros as Alternate to the SANBAG Board of Directors. Vote was unanimous. _ <br />Legislation <br />LAFCO <br />Mayor Beltran referred to a letter dated March 26, 1976, from Mike G. Jimenez, Councilman for the City of Fontana <br />and member of the Local Agency Formation Commission, regarding representation of Special -Districts on the LAFCO <br />Board by way of seating two additional members on the Board, to be comprised of these Special Districts. <br />Mayor Beltran stated he is opposed to Special Districts and that he personally feels each City Council from the sur- <br />rounding cities and the County Board of Supervisors are all doing their part and doing it well, and that is is not <br />necessary for representation by Special Districts. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to go on record that the Colton City Council opposes <br />the representation of Special Districts on the LAFCO Board.
