35U <br />a survey of several cities and most of them charge $5.00. <br />Mrs. Marin Vidauri expressed her disappointed in the action taken by the City Council to continue the public hearing <br />on the Community Development Act projects. <br />Mayor Pro Tem Gonzales explained that Mayor Beltran is very much interested in the progress of the Community Development <br />Act and being that he expressed a desire to be present when the community projects were acted upon, the hearing is <br />being continued so that the Mayor can be present to participate. <br />Mrs. Camilla Herrera, 248 East N Street, Colton, addressed the Council saying she felt it was completely wrong to <br />advertise a public hearing and then continue it for the convenience of one person. RAMOS <br />City Clerk <br />City of Colton <br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City of <br />Colton was held on the above given date at 7:30 p. m., in the Council Chambers of City Hall, Mayor Beltran presiding. <br />ROLL CALL: <br />Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were City Manager <br />Huffaker, City Attorney Edwards, and City Clerk Ramos. <br />PUBLIC HEARINGS: <br />Housing and Community Development Act <br />Municipal Park - Community Center & Swimming Pool <br />Mayor Beltran declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no protests or objections had been re- <br />ceived. <br />Community Development Coordinator Arturo de la Cerda stated the Citizens Advisory Commission has held public hear- <br />ings on the proposed projects for Municipal Park and Veterans Park, and their recommendations have been forwarded <br />to the Council members as outlined in the memorandum dated September 3, 1976. <br />Mr de la Cerda said that Planning Associate Gary Mitchell will now make the presentation to the City Council. <br />Mr. Mitchell reviewed the Environmental Assessment Report for the proposed Community Center and Swimming Pool to be <br />located in Municipal Park. <br />Mr. Mitchell referred to photographs of the existing improvements and land area of Municipal Park and the site plan, <br />outlining the locations for the proposed improvements. <br />Mr. Mitchell continued the proposed project will be located in the northwest corner of Municipal Park, with a <br />children's play area and lawn area fronting Colton Avenue, behind this a Community Center building, consisting <br />of approximately 6,500 square feet, a spectator area dividing the pool from the Center building, and a new swim- <br />ing pool measuring approximately 65 feet by 75 feet of steel construction. To the rear of the proposed improve- <br />ments would be located the shower and locker rooms and a recreation hall. Mr. Mitchell also outlined alternative <br />parking areas that would be located in the southwestern area of the park, along "E" Street. <br />Mr. Mitchell reviewed estimated project financing charts, pointing out that the major expenses would be covered <br />through HUD funds, with annual operation and maintenance expenses to be funded by the City. Mr. Mitchell also referred <br />to Impact Studies that have been made, with regard to seismic conditions, air quality, open space, land use and <br />zoning, circulation, noise, and fiscal costs, stating that none of these elements would create any serious problems <br />or consequence concerning the proposed developments. <br />Mr. Mitchell concluded that is anyone had comments or questions, he would be glad to answer them. <br />Councilman Gonzales stated he would like to suggest, for Council's consideration, that the Community Center building <br />be moved to the south, adjacent to the Recreation building, and that a wading pool for small children be constructed <br />next to the large pool, utilizing a portion of the spectator area, enlarging the total swimming pool area. <br />Mr. Mitchell suggested that this could possibly be considered with the architectural plans at the time of construc- <br />tion. <br />Councilman Hayes asked how much more land will be involved for these proposed improvements. <br />Mr. Mitchell answered approximately 35 to 40 feet of additional land. <br />Mayor Beltran asked if anyone in the audience desired to be heard. <br />SE? _ 1976 <br />
