3 4 FIAW <br />01 <br />Mrs. Bea Hernandez, 258 East N Street, stated that inasmuch as the funds are available, and the City is proceeding <br />with the project, she felt the swimming pool should be of a larger size and adequate enough to accommodate everybody. <br />Mayor Beltran stated that all of these suggestions and comments will be taken into consideration, however, nowadays <br />"Olympic" size swimming pools are not being constructed as they were in the past. <br />Veterans Park - Multi -Service Center <br />Mr. Mitchell then reviewed the Environmental Assessment Report and Impact Studies for the proposed construction of a <br />new Multi -Service Center to be located in Veterans Park, and to replace the existing Center at the intersection of <br />"0" Street and South La Cadena Drive. Mr. Mitchell said this report is similar to the report previously discussed. <br />Mr. Mitchell showed photographs of Veterans Park and surrounding areas, explaining that the park is a 12 acre site <br />and will be a good, convenient location for the new Center, with regard to availability, transportation, serving the <br />public, etc. Mr. Mitchell discussed the services that are conducted at the present Multi -Service Center, and possible <br />additional services that could be offered at the new Center in the future. <br />Mr. Mitchell outlined the various proposed locations for the new Center and parking facilities, indicating that Alter- <br />nate 1 would be located in the southeast corner of the park, fronting Pine Street; Alternate 2 would be located on the <br />east side of the park, fronting Pine Street; Alternate 3 would be located on the north side of the park, fronting "0" <br />Street; Alternate 4 would be located in the northeast corner of the park, fronting Pine Street; and Alternate 5 would <br />be located in the southwest corner of the park, facing the railroad tracks and 8th Street. Mr. Mitchell said the pro- <br />posed building will contain approximately 4,800 square feet. <br />Mr. Mitchell stated that, as with the previous proposal, the major expenses of the project will be covered through HUD <br />funds, with annual operation and maintenance expenses to be funded by the City. <br />Mayor Beltran asked if anyone desired to speak at this time on this project. <br />The following persons spoke in opposition to locating the new Multi -Service Center in Veterans Park because the park was <br />dedicated to the veterans; it is the only park in South Colton for the residents to enjoy and use; the additional traffic <br />that would be generated by a Center located in the park would be hazardous and dangerous; the removal of too many trees <br />and the grass would destroy the beauty of the park; the residents of the immediate area do not want the new Center built <br />in the park; a new Center building at the existing site would beautify that corner, "0" Street and La Cadena Drive, and <br />would be in a better location; a Center located in the park would invite vandalism and other serious problems. <br />Mr. Edward Lopez, 1105 North La Cadena Drive <br />Mr. Oscar Ramirez, South Colton <br />Mr. Dale Chavez, 610 Pine Street <br />Mrs. Millie Herrera, 248 East N Street <br />Mrs. Marina Viduarri, 1150 Grand Avenue <br />Mrs. Mary Chavez, 566 Pine Street <br />Mr. Steve Herrera, 1320 Rosewood <br />Those speaking in favor of locating the new Multi -Service Center building in Veterans Park were: <br />Mr. Ray Abril, Jr., 330 East N Street <br />Mr. Jess Vasquez, 677 South 8th Street <br />Mr. Abril and Mr. Vasquez felt the new proposed center would be ideally located in Veterans Park, it would be a new, <br />larger facility capable of handling additional services, and to consider some other site location at this time would <br />ultimately be too costly. , <br />Councilman Gonzales asked with regard to Alternate No. 3, on the north side of Veterans Park and fronting on "0" Street, <br />how many spaces would the parking lot accommodate. <br />Mr. Mitchell answered 60 to 70 parking spaces. <br />Councilwoman Cisneros asked if this parking lot, the one to be located facing "0" Street, could also be closed off when <br />the Center is not in use, or not open. <br />Mr. Mitchell answered yes. <br />Councilman Hayes asked what would be the costs involved should the City decide to build on another site. <br />Mr. Mitchell answered to begin with a great deal of time and money would be involved, Staff would have to put together <br />a new Enviornmental Assessment Report, new Impact Studies, etc. Mr. Mitchell advised that the costs involved for these <br />reports that have been made on the present sites comes to approximately $161,000. <br />Mayor Beltran asked if anyone had additional comments or questions. <br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, to terminate the Public Hearing. Vote was unanimous. <br />Councilman Gonzales moved for approval of the proposed Community Center and Swimming Pool to be located in Municipal <br />Park, along with the addition of moving the Community Center building south adjacent to the Recreation Hall and con- <br />structing a wading pool to adjoin the large swimming pool; that Alternate No. 3 be accepted and approved for the site <br />of a Multi -Service Center in Veterans Park (north side of park, fronting on "0" Street). <br />Motion was seconded by Councilwoman Cisneros and unanimously passed. <br />Councilman Rehrer said he felt that the people should know and understand that the City must consider all aspects of <br />these projects and the money that is available to work with. Mr. Rehrer continued that the City is not thinking of <br />only one section of town, or only one group of people, the City is taking into consideration the total community and <br />all of its people. <br />Mayor Beltran said let the records show that the last item of the Public Hearing, the Second Year Funding Application <br />Amendment, has not been discussed or acted upon, and will be taken care of later in the meeting. <br />Correspondence <br />City of Ontario - "Expo 81" <br />Mayor Beltran referred to a letter from Paul A. Treadway, Mayor of the City of Ontario, regarding the World's Fair which <br />will be held in Ontario at the Motor Speedway site, in 1981. <br />Mayor Treadway was requesting that a member of the Colton City Council attend an important meeting regarding "Expo 81", <br />to be held Saturday, September 18, 1976, at the Holiday Inn in Ontario. <br />After discussion among Council members, Councilman Rehrer was selected to attend the meeting in Ontario on Saturday, <br />representing the Colton City Council. <br />
