<br />S.B.P.E.A. - Impasse Hearing
<br />City Manager Huffaker read his memorandum regarding the status of negotiations between the City and the San
<br />Bernardino Public Employees Association, advising that an impasse now exists and the Association is now request-
<br />ing a hearing before the City Council.
<br />Mr. Huffaker continued by reviewing each of the issues, regarding salaries and benefits for the employees, which
<br />have been agreed upon by both the City and the Association, and also those issues which remain unresolved at this
<br />point.
<br />Mr. James Cooper, Employee Representative of the San Bernardino Public Employees Association, addressed the Council
<br />Members stating this is the first time the Association and its members have spoken directly to the City Council, and
<br />welcome the opportunity to express their own opinions and position on the issues at hand.
<br />Mr. Cooper then presented each Council member with a report from the Association, which he read in its entirety,
<br />justifying the Association's position and arguments with regard to the issues involving salary increases and
<br />benefits for the City employees, and opposing certain issues as stated by the City Manager.
<br />Mr. Cooper concluded by thanking the Council members for their time and patience, and requested their serious con-
<br />sideration and approval of the items as presented.
<br />EXECUTIVE SESSION:
<br />The City Council adjourned to Executive Session, on the request of Councilman Hayes, at 9:50 p. m., to discuss
<br />Personnel Matters.
<br />The City Council reconvened at 11:20 p. m., all members present.
<br />Resolution No. 3639.
<br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to approve Resolution No. 3639, as amended, and to include
<br />and implement the following benefits not outlined in the resolution:
<br />Salary increase of five percent (5%) for Employees, and twelve and one-half percent (12.5%) for
<br />Library Clerk, effective July 10, 1976.
<br />City will pay proposed increase in premium for Employee Health Insurance Plan - employee only.
<br />City will continue normal contribution for employee health insurance premium with regard to
<br />disability insurance payments.
<br />Approve Ballot Measure for November Election, amending City's PERS Plan for Local Safety
<br />Members (Fire).
<br />Approve Program whereby Fire Shift Employees are permitted to exchange up to seventy-two (72)
<br />hours per year on a prearranged basis, approved by the Fire Chief, to attend urgent personal
<br />needs when necessary. (This shall be a pilot program for a one year period, at which time it
<br />will again be reviewed)
<br />Fire Shift Employees work schedule will be approximately 56 hours per week, absorbing holidays
<br />into the work schedule.
<br />The pay -back system shall be eliminated effective July 1, 1976, and time and one-half shall be
<br />paid for the first 8 hours of emergency call back. (Fire Shift Employees)
<br />The Payroll Deduction Plan for City Employees who are members of the San Bernardino Public Employees
<br />Association shall be approved, as presented by the Association.
<br />Councilman Rehrer requested a Roll Call Vote:
<br />AYES: Four; Beltran, Cisneros Gonzales, Hayes
<br />NOES: One; Rehrer
<br />ABSENT: None.
<br />Motion carried.
<br />Councilman Rehrer stated that he questions the legality of the,retroactive pay date, under the constitution of State
<br />Law.
<br />RESOLUTION NO. 3639 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON ESTABLISHING A PAY AND CLASSIFICATION
<br />PLAN FOR THE EMPLOYEES OF THE CITY OF COLTON, EFFECTIVE JULY 109 1976.
<br />Personnel
<br />City Manager Huffaker requested that a Public Hearing date be set for the first regular meeting in October,
<br />October 5, 1976, to amend the Personnel Rules and Regulations.
<br />Moved by Councilman Hayes, seconded by Councilman Gonzales, setting Public Hearing date for Tuesday, October 5,
<br />1976, at 7:30 p. m., to amend the City's Personnel Rules and Regulations. Vote was unanimous.
<br />PUBLIC HEARINGS:
<br />Housing & Community Development Act
<br />Second Year Application Amendment
<br />Mayor Beltran opened the Public Hearing, stating this portion involves Item C of the previous public hearing held
<br />this evening, which had not been presented.
<br />Mr. Arturo de la Cerda advised that the current budget includes $30,000 for land acquisition, which has not been in-
<br />cluded for the current year and these funds will be needed.
<br />Mr. de la Cerda continued that HUD guidelines state any change in a current budget that exceeds 10 percent of the total
<br />budget for that year must be amended officially; therefore, Staff, as well as the Citizens Advisory Commission, recom-
<br />ments amending the second year application for these funds.
<br />Mayor Beltran asked if anyone had additional comments or questions.
