Councilman Gonzales felt that this proposal should at least be tried out and given the opportunity to see if it
<br />can, in fact, be a workable program. Mr. Gonzales said the City Council seems to be turning all of these groups
<br />away that seek assistance by telling them it cannot be done or we cannot afford it. Mr. Gonzales stated that the
<br />citizens of our community purchase fireworks from other cities, so why not let Colton receive some of this business.
<br />Mr. Gonzales concluded he feels the City Council should give this proposal a chance.
<br />Discussion then followed regarding the proposed ordinance, and Councilman Rehrer stated he was opposed to Section
<br />5, paragraph D. on page 2, as he felt that it was prejudicial.
<br />Mayor Beltran stated that the ordinance can be changed or added to as the Council sees fit, however, in order to
<br />get this thing off the ground and expedite this matter for use this July 4th, the ordinance should pass first
<br />reading this evening.
<br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, to approve first reading of Ordinance No. 1493,
<br />with the provision that Section 5, Paragraph D, of Page 2, be amended. Upon Roll Call, the Vote was:
<br />AYES: Three, Beltran, Cisneros, Gonzales
<br />NOES: Two, Hayes, Rehrer
<br />ABSENT: None
<br />Motion carried.
<br />ORDINANCE NO. 1493 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON REGULATING STORAGE, USE AND SALE OF SAFE
<br />AND SANE FIREWORKS WITHIN SAID CITY.
<br />Councilman Rehrer asked how this whole matter was brought about, and how these particular groups were selected for
<br />this request.
<br />Mr. Les Swalley, 1257 Colton Avenue, Colton, and member of the American Legion Post No. 155, advised that a meeting
<br />had been held among the majority of groups and organizations in Colton, and it was felt that these five groups were
<br />the most needy at the time, and therefore, they were the ones selected. Mr. Swalley said that possibly there will
<br />be different groups or organizations selected next year.
<br />Councilwoman Cisneros felt that Section 3, Paragraph A, on Page 1, should also be amended, as the application fee
<br />was too high.
<br />Moved by Councilman Gonzales, seconded by Councilman Hayes, to change the license fee from $100. to $50. for each
<br />application. Motion carried, with Councilman Rehrer voting NO.
<br />Councilwoman Cisneros felt that after the first year, this ordinance should be re-evaluated.
<br />Councilman Rehrer also felt that a study should be made, by the Fire Department and Police Department, regarding
<br />fires and/or injuries involved by the sale and use of fireworks in our City.
<br />City Attorney Edwards asked for Council direction with regard to applying for a license to sell fireworks, as out-
<br />lined in Section 3, Paragraph B. on page 1, which states that application for a license to sell fireworks shall be
<br />made between the first day and the last day of March of each year.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Gonzales, directing Staff to work out appropriate language re-
<br />garding permits and licensing for the sale of fireworks this year, prior to July 4; thereafter, the time element as
<br />stated in Section 3, Paragraph B. page 1, will remain the same. Motion carried, Councilman Rehrer voting NO.
<br />Mayor Beltran directed Staff to make the appropriate changes in the ordinance before the next regular Council
<br />meeting and second reading.
<br />Transportation
<br />Dial -A -Ride Service
<br />Mayor Beltran read a letter from Mr. Art Parlas, President of the Yellow Cab Company in San Bernardino, requesting
<br />consideration of initiating a DIAL -A -RIDE transportation system in the City of Colton, using SB 325 gas tax revenue
<br />monies.
<br />City Manager Huffaker advised that officials from S.B.T.S. have informed Staff that they will be making a presentation
<br />to our City Council at the first regular meeting in May, at which time this item will be covered.
<br />No further action was taken by the Council.
<br />Sister City Committee
<br />Mayor Beltran read a memorandum dated April 20, 1976, addressed to the Mayor and Council Members, from Councilman
<br />Gonzales regarding the Sister City Committee and previous meetings held on this item.
<br />Mayor Beltran explained that Certificates of Appointment had been sent to all those persons selected by the Council
<br />members themselves to serve on the Sister City Committee, and a meeting was held on Monday, April 19, 1976, for all
<br />of the appointees.
<br />Mayor Beltran advised that the following appointments were made at that meeting:
<br />Chet Slepski - Chairman
<br />Dan Carrasco - Vice -Chairman
<br />Connie Cisneros - Corresponding Secretary
<br />William Greer - Treasurer
<br />Betty Bangle - Publicity Chairman
<br />Mayor Beltran stated that a By -Laws Committee was also formed. Mayor Beltran said there are funds available in the
<br />Community Promotion Account of the City Council Budget for the Sister City Committee.
<br />Discussion then followed regarding a liaison between the City Council and the Sister City, and reactivating the
<br />Sister City Program.
<br />Councilman Rehrer stated that if he remembers right, Councilman Gonzales was appointed as the City's representative,
<br />or liaison, to the Sister City Committee.
<br />Mayor Beltran asked the City Attorney for an interpretation on this matter.
<br />City Attorney Edwards stated that inasmuch as he was not the Legal Counsel for the City Council at that time, he
<br />would have to research and study this matter first and make a report to the Council at the next regular Council
<br />meeting.
<br />Mayor Beltran stated this matter will then be taken care of at the next regular Council meeting.
