<br />Mayor Beltran reported from a letter dated March 17, 1976, from Rosanna Scott, Councilwoman for the City of
<br />Riverside, regarding the appointment of committees for SCAG, and the establishment of any new committees to
<br />help formulate the Association's program.
<br />Mayor Beltran said the letter states that all elected officials are invited to volunteer for committee arrangements
<br />for the Association, and the committees will cover the following areas: Transportation and Utilities; Human
<br />Services; Environmental Quality and Resource Conservation; and Community and Economic Development.
<br />Councilman Hayes expressed the desire to serve on the Human Services Committee, and Councilman Gonzales stated
<br />he would like to serve on the Community and Economic Development Committee.
<br />Council directed Mayor Beltran to write a letter to Councilwoman Scott, advising her of Councilmen Gonzales
<br />and Hayes desire to serve on the two committees.
<br />Appointments
<br />SBTS Citizens Advisory Council
<br />Mayor Beltran advised that he would like to appoint Mrs. Ann Brunsmann as an official member representing the
<br />City of Colton on the SBTS Citizens Advisory Council, and he requested Council's ratification on the appointment.
<br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to approve the appointment of Mrs. Ann Brunsmann
<br />to the SBTS Citizens Advisory Council. Vote was unanimous.
<br />Proclamations
<br />Mayor Beltran acknowledged a Proclamation for Equal Housing Opportunity Month for the month of April, 1976.
<br />Library Week
<br />Mayor Beltran read in full a Proclamation honoring National Library Week, from April 4 to 10, 1976, and presented
<br />it to Dr. Renald J. Anelle, Chairman of the Library Board.
<br />Dr. Anelle thanked the Mayor and Council members.
<br />Housing and Community Development Act
<br />Mayor Beltran advised that he has been in contact with HUD regarding the location of a swimming pool and other
<br />projects in the City, and he has now received a telegram from Mr. Earl Fields, Program Manager for HUD, which
<br />states that the construction of a swimming pool in a school would not be eligible if use of the pool is limited
<br />to the school district during school hours, for such use would be more than incidental.
<br />Mayor Beltran stated that at this point, he would suggest that the City Council and Staff members get together
<br />and hold a "workshop" type of meeting to thoroughly review this whole matter. Mayor Beltran said although
<br />this will be an open meeting, he would suggest there be no citizen input at that time, so that the Council
<br />members and Staff can discuss and study this matter in detail.
<br />A date and time of Monday, April 12, 1976, at 9:30 a.m., was suggested.
<br />Councilman Rehrer felt that if this is to be an open meeting and the public is invited to attend, it should be
<br />held at a more convenient time for everyone.
<br />Council members agreed that the meeting will be held on Monday, April 12, 1976, at 5:00 p.m., in the Council
<br />Chambers.

<br />Environmental Health Services
<br />City Manager Huffaker referred to a letter dated March 16, 1976, from Mr. Richard L. Roberts, Director of the
<br />Environmental Improvement Agency, containing the quarterly report of Environmental Health Services and activities
<br />conducted for the residents of the City of Colton.
<br />The report was noted and filed.
<br />Paramedics Program
<br />Mr. Huffaker read a letter dated March 31, 1976, from Mrs. Faye Gwinn, commending the City's outstanding
<br />Paramedics Program and their great service to the community.
<br />Mayor Beltran thanked Mrs. Gwinn, who was present in the audience, for her letter and compliment.
<br />SANBAG
<br />Mayor Beltran stated that at this point, he would like to return to Item 4 on the Agenda, as it has been
<br />brought to his attention that SANBAG is also requesting the City appoint a Representative and an Alternate to
<br />OMNITRANS and T.S.A.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to appoint Mayor Beltran as Representative and
<br />Councilwoman Cisneros as Alternate to OMNITRANS and T.S.A. Vote was unanimous.
<br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS:
<br />Conditional Use Permit
<br />Max Hopkins
<br />Planning Director Williams stated the Conditional Use Permit application was requested by Max Hopkins, to
<br />establish the use of a raquetball/handball club on property located at 23055 Washington Street, in a C-24
<br />zone, File No. C-6-76.
<br />Mr. Williams advised that Planning Commission Resolution No. 800 recommends approval of the Conditional Use
<br />Permit, subject to six conditions, as stated in the resolution.
<br />Moved by Councilman Rehrer, seconded.by Councilman Gonzales, to approve Planning Commission Resolution No.
<br />800. Vote was unanimous.
