390 <br />Councilman Leroy Rehrer read his memorandum regarding a request from the Bicentennial Committee that the City <br />provide a commemorative plaque designating the Colton Library as an historical site within the City. <br />Mr. Rehrer advised that a permanent metal plaque would cost approximately $300 to $500, depending on the <br />inscription and size, and if the Council Members are in agreement with this project, the wording, size, and <br />total cost will be brought back to the Council for approval, along with a Resolution transferring monies equal <br />to the actual cost of the plaque. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, approving request of the Bicentennial Committee to <br />provide a commemorative plaque designating the Colton Library as an historical site. Vote was unanimous. <br />Boards and Commissions <br />Appointments <br />Planning Commission <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, ratifying Mayor Beltran's appointments of Mr. <br />Jerry Rios and Mr. Edward Negrete to the Planning Commission. Vote was unanimous. <br />Recreation and Parks Commission <br />Mayor Beltran stated that the appointments to the Recreation and Parks Commission will be made at the next <br />regular Council Meeting, January 4, 1977. <br />Mr. David Lozano, Chairman of the Recreation and Parks Commission, made the following reports to the City <br />Council: <br />Ratification of two Student Commissioners to the Recreation and Parks Commission, both residing in the City of <br />Colton - Greg Rodriguez and Jo Ann Konogeris. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, ratifying appointments of Student Commissioners <br />Greg Rodriguez and Jo Ann Konogeris to the Recreation and Parks Commission. Vote was unanimous. <br />Student Government Day <br />Mr. Lozano advised that the Commission has discussed the possibility of holding Student Government Day twice a <br />year, with the first date being the middle or latter part of January. <br />Joint Committee <br />Mr. Lozano reported that since the appointments to the Joint Committee with the School District, nothing has <br />been initiated, nor meetings or discussions held. <br />It was suggested to Mr. Lozano that the Commission get together with the School District to work this out and <br />possibly establish a schedule for the coming year. <br />Attendance <br />Mr. Lozano stated the Council Members have been given a list of the Commissioner's attendance of meetings <br />during 1976 for their information. <br />Community Development Coordinator <br />Progress Report <br />Mr. de la Cerda read his memorandum dated December 17, 1976, regarding actions and recommendations by the <br />Community Citizens' Advisory Commission at the meeting held December 16, 1976, in reviewing the planned <br />projects with the architect and the public hearing on the third year application. <br />Mr. de la Cerda continued the Commission recommends an alternative to the existing site plan for Municipal <br />Park, by locating the parking in the area of the existing pool and the new pool in the general area that was <br />originally projected for parking, in order to minimize the cost of excavating the existing pool and to take <br />advantage of the access off of Carreon Way, instead of access being from Colton Avenue which has greater <br />traffic flow. <br />J <br />Councilman Gonzales and Councilman Rehrer were opposed to altering the existing site plan for Municipal Park, <br />due to additional costs that might be involved, and felt that the architect should stay with the original site <br />plan as presented to the City Council. <br />Mayor Beltran felt that planning for ingress and egress along Carreon Way would be very bad, especially during <br />the summer baseball season when this street is heavily traveled. <br />Mr. de la Cerda stated the architect's original site plan at Municipal Park was predicated on existing condi- <br />tions and since the authorized complex will be totally new, it is advisable to give the architect greater <br />leverage in determining the best areas for access, parking and the most aesthetically pleasing location for <br />the swimming pool. <br />Councilwoman Cisneros asked Mr. de la Cerda if the Architect felt that this alternative was a good one. <br />Mr. de la Cerda said the architect indicated it might be a good location, and possibly require less removal of <br />trees. <br />Councilwoman Cisneros felt that the City Council should take into consideration these recommendations from the <br />Community Citizens' Advisory Commission, and listen to their suggestions. Mrs. Cisneros said this is why the <br />Council appointed the Commission in the first place, to study and review these matters and make recommendations <br />to the City Council. <br />Discussion followed regarding the existing site plan for Municipal Park, and the suggested alternates. <br />Moved by Councilman Gonzales, seconded by Councilman Rehrer, instructing Architect to proceed with the original <br />site plan for Municipal Park, as presented to the City Council. <br />Motion did not carry. <br />Mayor Beltran advised Mr. de la Cerda to instruct the Architect to proceed with alternates. <br />DEC 2 1 197 6 <br />
