Vote was unanimous. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RFrnMMFNDATTnNc.- <br />Bids <br />Street Division <br />Community Services Director Young reviewed bids received for one medium -duty articulated front-end loader, as <br />outlined in his report dated December 16, 1976. <br />Discussion followed on how determination was arrived at for award of bid recommendation. <br />Representatives from Whitney Tractor and Johnson Tractor addressed the Council with regards to their individual <br />bids explaining the equipment offered, exceptions and comments on alternate bids. <br />Moved by Councilman Rehrer, seconded by Coungilman Gonzales to reject all bids and readvertise for bids with clear, <br />definite specifications and bidding instructions. Vote was unanimous. <br />Cemetery <br />Mr. Young reported from his memorandum to the City Council, dated December 16, 1976, on the Cemetery Assets. <br />Council discussion followed regarding possible sale of the cemetery and the letter received from the Cemetery <br />Commission on the subject of increasing cemetery rates. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to table the matter of Cemetery Financial Status until <br />after the first of the year and continue to study the matter. Motion carried, with Mayor Beltran voting NO. <br />Water Quality Control Plant <br />Waste Discharge Requirements <br />Mr. Young read his memorandum dated December 16, 1976, regarding the City's Water Quality Control Plant waste <br />discharge requirements, and referred to a letter, dated November 17, 1976, from the California Regional Water <br />Quality Control Board, Santa Ana Region, indicating that the City was in violation of its Discharge Requirements <br />Order No. 74-22. <br />Mr. Young outlined a task schedule and compliance plan to help correct these problems and the violation, and recom- <br />mended adoption of a new ordinance enforcing compliance with the discharge requirements. <br />After discussion among Council Members and Staff, moved by Councilman Gonzales, seconded by Councilman Hayes, <br />approving task schedule and compliance plan as outlined by Staff and preparation of a new ordinance enforcing <br />compliance of waste discharge requirements. Vote was unanimous. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />PArcnnnAl <br />Retirement <br />City Manager Huffaker advised that this item concerning the disability retirement of a safety employee will be <br />discussed during Executive Session. <br />Budget <br />Mr. Huffaker said, as Council had directed, Staff has prepared a Resolution transferring funds to provide for an <br />additional Crossing Guard at the intersection of 8th and "0" Streets. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve Resolution No. 3657. Vote was unanimous. <br />RESOLUTION NO. 3657 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA, <br />AMENDING THE 1976-77 FISCAL YEAR BUDGET. <br />PERS Contract <br />Ordinance No. 1509 <br />Mr. Huffaker presented Ordinance No. 1509, for first reading, which amends the City's PERS Contract to provide the <br />two percent at age fifty formula benefits for Safety Employees. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to approve first reading of Ordinance No. 1509. Vote <br />was unanimous. <br />ORDINANCE NO. 1509 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON, AUTHORIZING <br />First Reading AN AMENDMENT TO THE CONTRACT BETWEEN THE CITY COUNCIL AND THE BOARD <br />OF ADMINISTRATION OF THE CALIFORNIA PUBLIC EMPLOYEES' RETIREMENT <br />SYSTEM. <br />Personnel <br />Civil Service Board <br />Mr. Huffaker read his memorandum regarding the Civil Service Board Hearing, held December 6, 1976, and their findings <br />and recommendations concerning the Appeal filed by Mr. Howard Heimbecker, who had been dismissed from his position <br />of Water Quality Control Plant Operator on November 12, 1976. <br />Mr. Huffaker concluded that Staff recommends the City Council refer this matter back to the Civil Service Board for <br />in-depth review. <br />E C 21 1976 <br />
