<br />Mayor Beltran read a Proclamation for American Field'Service Student Day, Tuesday, December 7, 1976, and presented
<br />it to Miss Maria -Therese "Tessy" Willemyns, visiting senior high school student from Belgium, and also presented
<br />her with a "Key to the City".

<br />Mayor Beltran read a Proclamation honoring AMVETS Day., Tuesday, December 7, 1976.
<br />Outstandinq Service Awards
<br />Councilman Hayes presented Messrs. Jim Patterson and Dave Bonner with Outstanding Service Award plaques for their
<br />actions and assistance with automobile accident victims on August 28, 1976.

<br />Utilities Commission
<br />Mayor Beltran requested ratification from the Council Members on the appointments to the Utilities Commission, as
<br />recommended by the City Council:
<br />Mr. Robert Blinkinsop - recommended by Councilman Hayes
<br />Mr. Greg B. Fife - recommended by Councilman Rehrer
<br />Mr. Elston Hulsey - recommended by Councilwoman Cisneros
<br />Mr. Gerald Magnant - recommended by Councilman Gonzales
<br />Mrs. Marlene Alexander - recommended by Mayor Beltran
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, approving and ratifying appointments to the Utilities
<br />Commission. Vote was unanimous.
<br />Progress Report
<br />Community Development Coordinator
<br />Community Development Coordinator Arturo de la Cerda reported that the Community Citizens' Advisory Commission has
<br />set the date of Thursday, December 16, 1976, for the public hearing on the third year Program and Application. Mr.
<br />de la Cerda encouraged everyone to attend this public hearing for their information and in -put.
<br />Mr. de la Cerda advised that Commissioner Judy Reyes has resigned from the C.C.A.C., and it would be greatly appreciated
<br />if the City Council would appoint another Commissioner as soon as possible.
<br />Mr. de la Cerda then reported on action taken by the C.C.A.C. with regard to the projects for Municipal and Veterans
<br />Parks, after review and discussion, and the presentation as made by the architect.
<br />Mr. de la Cerda continued that the Commission recommends to the City Council to proceed with construction of two
<br />community center buildings using the same basic floor plan of 3,440 square feet, as presented by the architect, one
<br />at Veterans Park and one at Municipal Park, and that the existing swimming pool at Municipal Park be demolished and
<br />a new pool constructed.
<br />Mr. de la Cerda stated that due to budget limitations, the remodeling of shower and locker facilities at Municipal
<br />Park be deferred until other funding sources are available, however, the Commission also recommends that the City
<br />Council pursue additional funding sources to provide for these facilities.
<br />Mr. de la Cerda said he would like to introduce the architect, Mr. Jess F. Perez, of Perez & Hurtado, who will make
<br />the presentation on these projects.
<br />Mr. Perez presented to each Council Member copies of Agenda for Architectural Presentation stating he would like to
<br />discuss and review in detail the schedules, schematic drawings, and cost estimates for these projects.
<br />Mayor Beltran said if there are no objections from the other Council Members, he would like to suggest that an
<br />Adjourned Meeting be scheduled for this presentation, possibly next Tuesday evening, whereby Mr. Perez would be
<br />afforded more time to make a more detailed and extensive presentation on these projects.
<br />On Council consensus, an Adjourned Meeting was scheduled for Tuesday, December 16, 1976, at 7:30 p. m., for the
<br />presentation by Mr. Perez on the projects as outlined.
