<br />Mr. Huffaker advised the agreement will serve to better coordinate the transit efforts by creating a single
<br />umbrella agency which would provide transit services as requested by the transit service authorities made up
<br />of the West Valley Transit Authority and the East Valley Transit Authority, presently known as the San Bernardino
<br />Transit System. Mr. Huffaker said it is felt this arrangement would insure better coordination and transit
<br />service within the County.
<br />Mr. Huffaker concluded that if the Council concurs with the Joint Powers Agreement as presented, Staff recommends
<br />the agreement be approved and the Mayor authorized to sign same.
<br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, authorizing the Mayor to sign the Joint Powers
<br />Agreement with the County creating a transportation authority known as "OMNITRANS". Vote was unanimous.
<br />Civil Service Board
<br />Letter from Chairman
<br />City Manager Huffaker referred to a letter from Neale Adair, Chairman of the Civil Service Board, recommending
<br />there be an annual election of a viceChairman by the Board members to coincide with the election of Chairman,
<br />and that Section 4 of Ordinance No. 1122 be amended accordingly.
<br />Mr. Huffaker advised the Council members that Staff will, of course, attend to this matter.
<br />Police Department
<br />Animal Control
<br />Mr. Huffaker read a letter from a Mr. James F. McMullen, 12065 Glenwood Avenue, Colton, commending Police
<br />Chief Phil Elliott and the Police Department for their quick response to a neighborhood problem concerning the
<br />control of animals turning over trash containers in the area.
<br />The letter was noted and filed.
<br />Community Development Act Block Grant
<br />Letter from HUD
<br />City Manager Huffaker read, in its entirity, a letter dated February 17, 1976, from Mr. Herbert L. Roberts,
<br />Director of the Community Planning and Development Division of the Department of Housing and Urban Development,
<br />regarding the City's application for Community Development Block Grant, B -75 -HS -06-0506, and response to
<br />citizen participation complaint from the Colton Community Action Group. Mr. Huffaker also referred to a
<br />letter from Mr. Lloyd M. Adams, District Manager of the Department of Health, Education and Welfare, Social
<br />Security Administration.
<br />Mr. Huffaker said that this letter had just been received and Staff has not had sufficient time to really
<br />review or study it, however, he did want the Council members to be aware of its contents and felt it should be
<br />discussed this evening.
<br />After discussing various portions of the letter, Mr. Huffaker recommended that the Council respond to the
<br />following items as outlined in Mr. Roberts' letter:
<br />Swimming Pool - agreement between City and School District regarding joint usage Public Hearings ?
<br />Public Hearings held - regarding legal aspects and City Attorney's interpretation
<br />Respond to letter from Department of Health, Education and Welfare
<br />Respond to letter dated December 26, 1975, from Citizens' Advisory Group
<br />Staff data compiled with proposed application should be forwarded to HUD
<br />Statement of involvement from the Recreation Director
<br />Mr. Huffaker also recommended that the site selections for the three projects, involving the Swimming Pool,
<br />Multi -Service Center, and the North Colton Park, be referred to the Recreation and Parks Commission for their
<br />input and recommendations.
<br />Additional discussion followed among Council members and Staff. Each Council member stated they felt the
<br />items as outlined in Mr. Roberts' letter needed a thorough explanation and should be responded to properly.
<br />Mr. Huffaker stated he had been advised that a time limit for a response would involve approximately thirty
<br />days, which would give the Council members and Staff more than ample time for their reply.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to respond to Mr. Roberts' letter dated February 17,
<br />1976, on those items as outlined by Staff, and to refer to the Recreation and Parks Commission the site selections
<br />for the three proposed projects as outlined for their input and recommendations. Vote was unanimous.
<br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS:
<br />Agreements
<br />William Freeman
<br />City Manager Huffaker referred to an agreement between the City of Colton and Mr. William Freeman for large
<br />animal pick-up, which contains the same terms and conditions as previous agreements with Mr. Freeman.
<br />Moved by Councilwoman Spragins, seconded by Councilman Rehrer, authorizing Mayor to sign agreement with Mr.
<br />William Freeman for large animal pick-up. Unanimous vote.
<br />Surplus Vehicles
<br />City Manager Huffaker referred to his memorandum dated February 12, 1976, regarding disposal of the remaining
<br />surplus vehicles for the City.
<br />Mr. Huffaker advised the following are offers that were received after contact had been made to all known
<br />possible sources:
<br />1967 Chevrolet 4 -door Sedan, $300.00 - George Wisnieski
<br />1974 Dodge 4 -door Sedans (6), $35660.00 - Surplus Liquidators, Inc.
<br />Moved by Councilwoman Spragins, seconded by Councilman Hayes, to approve disposal of surplus vehicles as
<br />outlined by Staff. Vote was unanimous.

<br />Police Department, Communications System
<br />Police Chief Phil Elliott reviewed his memorandum dated February 17, 1976, regarding bids received for communication
<br />systems for the Police Department.
