Mr. Elliott stated that bids were submitted on a Lease Program, for 72 months, on radio equipment and 10 channel <br />recording system, and on a Purchase -Program for radio equipment and 10 -channel recording system, from General <br />Electric and Motorola. RCA did not submit a bid. <br />Mr. Elliott recommended that the Lease Program be rejected on the basis of dollar loss to the City, and that <br />Item B, Recording Equipment, of the Purchase Program, not be purchased at this time. <br />Mr. Elliott further recommended that Item A, Radio Equipment, of the Purchase Program, be awarded to Motorola <br />for a total cost of $41,612.23. <br />Moved by Councilwoman Spragins, seconded by Councilman Hayes, to award bid to Motorola for Item A, Radio <br />Equipment, in the amount of $41,612.23. Vote was unanimous. <br />City Manager Huffaker advised that this equipment will be budgeted in the 1976-77 fiscal year budget. <br />City Manager Huffaker stated he had no further items at this time, other than a request for an Executive <br />Session to discuss legal matters. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Resolution No. 3579. <br />City Attorney Edwards introduced Resolution No. 3579, stating this resolution pertains to the ordering of a <br />canvass of our General Municipal Election to be held March 2, 1976, by the City Clerk, and it would be in <br />order at this time to approve this resolution. <br />Moved by Councilwoman Spragins, seconded by Councilman Rehrer, to approve Resolution No. 3579. Vote was <br />unanimous. <br />RESOLUTION NO. <br />3579 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />CALIFORNIA, ORDERING THE CANVASS OF THE GENERAL MUNICIPAL <br />ELECTION TO BE HELD ON THE 2ND DAY OF MARCH, 1976, TO BE <br />MADE BY THE CITY CLERK OF THE CITY OF COLTON. <br />ORAL COMMUNICATIONS: <br />Mrs. Bea Hernandez, 258 East N Street, Colton, requested a permit for a sound vehicle to be used on Saturday, <br />February 28, and Tuesday, March 2, 1976. <br />Moved by Councilman Hayes, seconded by Councilwoman Spragins, to approve request of Mrs. Bea Hernandez for <br />permit to use sound vehicle on the two days requested. Vote was unanimous. <br />Councilman Gonzales also requested the use of a sound vehicle for the following days: Friday, February 27; <br />Saturday, February 28; Sunday, February 29; and Monday, March 1, 1976. <br />Moved by Councilman Hayes, seconded by Councilwoman Spragins, to approve request of Councilman Gonzales for <br />use of a sound vehicle on the four days requested. Vote was unanimous. <br />Presentation to Councilwoman Spragins <br />Mr. Allen E. McKersie, 2250 West Mill Street, Colton, stated he would like to commend and thank all of the <br />Council members for their hard work, but in particular, to Mrs. Gertrude V. Spragins for her service and <br />dedication to the City of Colton during her years as a Council member. <br />Mr. McKersie wished Councilwoman Spragins a very happy retirement and presented her with a box of candy. <br />Councilwoman Spragins thanked Mr. McKersie and stated it is always nice to be remembered. <br />Community Action Group <br />Mrs. Camilla Herrera, 248 East N Street, Colton, stated she would also like to make some comments on the <br />letter received from Mr. Roberts of HUD. <br />Mrs. Herrera asked why the City does not consider a City enclosed pool versus a School outdoor pool. Mrs. <br />Herrera also reviewed the letter from Mr. Adams of the Department of Health, Education, and Welfare. <br />Mrs. Herrera concluded that she would like to be informed of any correspondence that goes out to HUD. <br />EXECUTIVE SESSION: <br />The City Council adjourned to Executive Session at 8:29 p.m., to discuss legal matters, and reconvened at 8:50 <br />p.m., all members present. <br />League of California Cities - Citrus Belt Division <br />City Manager Huffaker referred to a letter dated February 10, 1976, from Mr. Harold A.
