236 <br />Councilwoman Spragins said that if she understands Staff's presentation correctly, they are merely requesting <br />approval to proceed with proposals for the three projects as outlined. Mrs. Spragins continued that while the <br />City is awaiting the funds from HUD, the Council can review and study the agreement between the City and the <br />School District and if there are any problems, all plans could be held up at that point; however, she felt <br />that something should be started in the meantime. <br />Councilman Hayes stated that he agreed with Councilwoman Spragins, because the City cannot make any definite <br />moves until the funds are received from HUD anyway. <br />Councilman Gonzales reiterated his feelings about a firm agreement between the City and the School District <br />before proceeding with future plans. <br />Additional discussion followed among Council members with regard to the proposed agreement between the City <br />and the School District, and Staff's request to proceed with proposals for professional services on the projects. <br />Moved by Councilwoman Spragins, seconded by Councilman Hayes, authorizing Staff to proceed with proposals for <br />professional services on the three projects as outlined. Upon Roll Call, the Vote was: <br />AYES: Three, Hayes, Huntoon, Spragins <br />NOES: Two, Gonzales, Rehrer <br />ABSENT: None <br />Motion carried. <br />Pcrcnnnal <br />Rules and Regulations <br />City Manager Huffaker referred to his memorandum dated January 6, 1976, and a letter from the San Bernardino <br />Public Employees Association, dated December 15, 1975, regarding revisions to the Personnel Rules and Regula- <br />tions. <br />Mr. Huffaker stated the present rules and regulations are outdated and inadequate, and, therefore, personnel <br />consultants, Hamilton & Associates, have been retained to update and revise the Personnal Ordinance and the <br />Personnel System Rules and Regulations. Mr. Huffaker advised their report has been received, however, is <br />being held up pending a ruling by the U. S. Supreme Court on the constitutionality of the Fair Labor Standards <br />Act. <br />Mr. Huffaker said that Staff recommends rather than setting up a public hearing on this matter for the next <br />regular Council meeting, postpone further action at this time until Staff has prepared its final draft, met <br />and consulted with the associations, and then Council hear Staff's and the associations' proposed revisions to <br />the Personnel System Rules and Regulations. <br />Councilman Gonzales said that inasmuch as this is a very important item, he would be in favor of setting up a <br />Study Session to thoroughly discuss and review this matter. <br />Councilwoman Spragins also felt that because this matter concerned the employees, it should not be made a part <br />of the regular agenda, but handled as a separate item, and she was also in favor of a Study Session. <br />After additional discussion between Council members and Staff, a future date of Monday, February 2, 19765 <br />was agreed upon for a Study Session on this matter. <br />Moved by Councilman Gonzales, seconded by Councilman Hayes, to set up a Study Session to hear revisions <br />and proposals for the Personnel System Rules and Regulations. Vote was unanimous. <br />Bids <br />Surplus Vehicles <br />City Manager Huffaker advised that bids were received and opened on December 29, 1975, for surplus vehicles <br />and Staff recommends awarding of these bids as follows: <br />Item No. 8 - 1959 International Leach Packer, to Farron-Freeman, Inc. <br />Item No. 9 - 1969 International Garwood Packer, to Farron-Freeman, Inc. <br />Item No. 10 - 1967 International Leach Packer, to Farron-Freeman, Inc. <br />Item No. 11 - 2-Whl. Trlr. with 50 Gallon Spray Tank, to George E. Hubbs <br />Item No. 12 - 1956 Chevrolet Half -Ton Pickup, to David Vargas <br />Mr. Huffaker advised that no bids were received on Items Nos. 1 through 7, however, Staff will initiate <br />another approach for disposal of these items. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to award bids on Surplus Vehicles as outlined <br />by Staff. Vote was unanimous. <br />Electrical Rate Increase <br />City Manager Huffaker advised that the recent rate increase requested by Southern California Edison <br />Company has been extended to February 1, 1976, and, therefore, Staff will have a report for Council <br />members at the first regular meeting in February. <br />Audit Report <br />Eadie and Payne <br />City Manager Huffaker reported that the accounting firm of Eadie and Payne has completed their Audit <br />Report for the City of Colton and would like to present it to the City Council as soon as possible. <br />Mayor Huntoon announced that inasmuch as there will not be a full quorum for the next regular Council <br />meeting, another date should be established this evening. <br />After discussion, the date of Monday, January 19, 1976, was agreed upon for an Adjourned Regular Council <br />Meeting, to be held at 7:30 p. m., in the Council Chambers, at which time the Audit Report from Eadie and <br />Payne can be discussed. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Ordinance No. 1488 <br />City Attorney Edwards introduced Ordinance No. 1488 for second reading, reading it as to number and title <br />only: <br />,SAN 6 19Y6 <br />
