237 <br />Police Reserve Officers Program <br />Councilman Rehrer stated that in conjunction with Item 6 of the Agenda, he would like to introduce two gentlemen <br />who are very active in the Police Reserve Officer Program, Lt. Paul Connelly and Lt. Gale Marak. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RFrnmmFNnATTnNC- <br />Bids <br />Municipal Park Sprinkler System <br />Mr. Earl Young, Community Services Director, read his memorandum dated January 6, 1976, with regard to awarding <br />the bid for an automatic sprinkler system in Municipal Park. <br />Mr. Young advised that Staff recommends awarding the bid to the low bidder, Environmental Landscape Contractors <br />in the amount of $26,395. <br />Moved by Councilwoman Spragins, seconded by Councilman Rehrer, to award bid for automatic sprinkler system in <br />Municipal Park to Environmental Landscape Contractors in the amount of $26,395. Vote was unanimous. <br />CITY MANAGER'S REPORTS AND RFrnMMFNnATTnNC- <br />Bids <br />Police Department <br />City Manager Huffaker referred to a memorandum dated January 6, 1976, from Chief of Police Phil Elliott, <br />requesting permission to go to bid for a communications system to replace the current system which is under <br />lease agreement until December 5, 1976. <br />Mr. Huffaker said the equipment will be submitted in the proposed budget request for 1976-77, and will include: <br />16 fourchannel mobile car radios;10 four -channel portable radios with rechargable batteries and charging <br />device;Console for one Base station Channel 2, and one Base 4 -channel independent system. <br />Moved by Councilman Hayes, seconded by Councilwoman Spragins, authorizing permission to Staff to go out to bid <br />on communications system for the Police Department. Vote was unanimous. <br />Legislation <br />State Gas Tax <br />City Manager Huffaker referred to his memorandum dated January 6, 1976, regarding current bills that are <br />pending in the legislature concerning an increase in gas taxes for road construction purposes. <br />Mr. Huffaker advised there is the possibility the gas tax may be increased from two cents per gallon to four <br />cents per gallon. The League of California Cities has not taken a definite position on this matter to date. <br />Mr. Huffaker further advised that this matter will be brought up at the next scheduled SANBAG meeting, January <br />7, and that the Mayor will be asked to vote on a proposition to support the gas tax increase. <br />Each Council member individually expressed their total opposition to the gas tax increase. <br />Mayor Huntoon stated that he will express our Council's decision on any kind of gas tax increase at the SANBAG <br />meeting to be held tomorrow. <br />Community Development Act <br />Request for Professional Services <br />City Manager Huffaker referred to a memorandum from the Director of Planning and Special Services, George <br />Williams, dated December 30, 1975, regarding authorization to request proposals for professional services in <br />conjunction with the schedule of actions under the Housing and Community Development Act. <br />Mr. Huffaker advised there are three projects involved, with services requested as follows: <br />North Colton Park - Professional Service regarding land appraisal of sites. <br />Swimming Pool - Architectural/Engineering Service for design and specifications <br />for swimming pool. <br />Community Center - Architectural/Engineering service for design and specifica- <br />tions for reconstruction, rehabilitation and construction <br />of Community Center. <br />Mr. Huffaker stated that Staff is now requesting approval of the proposals as outlined so that when the funds <br />are released from HUD, the City can proceed with these projects. Mr. Huffaker reiterated there is a time <br />element involved also. <br />Councilman Gonzales asked about the status of the Joint Powers Agreement between the City and the School <br />District -regarding the swimming pool. <br />Mr. Huffaker reported the agreement is in the last stages of finalization, the City Attorney has checked it <br />over for legalities and approval, and it will be submitted to the City Council at the next regular meeting for <br />review and approval. <br />Councilman Gonzales felt that inasmuch as the agreement has not been completed as yet and the Council does not <br />have it before them for review and approval, it is premature to begin making plans on any of these projects. <br />Mr. Gonzales said there is always the possibility that the Council members will not approve the agreement. <br />Mr. Huffaker stated that if the Council members are not in accord with the agreement when it is submitted for <br />approval, all planning and proposals will stop at that point; however, Staff would like to get something <br />started due to the time element involved. <br />Councilman Rehrer stated that he agrees with Councilman Gonzales, the City should have a final, signed agreement <br />with the School District before any other plans are made. <br />Mayor Huntoon stated he also felt the Council members should have copies of the agreement for approval before <br />any additional plans are made, however, nothing, of course, would be finalized until the funds are received <br />from HUD, then Staff could proceed without harm. <br />JAN 61976 <br />
