Mayor <br />Beltran announced that the City Council had adjourned to Executive Session to discuss the matter of the <br />utility billings. <br />Mayor Beltran stated that recent billings that had been mailed out contained an error, however, this has been <br />rectified and taken care of, and those citizens involved will be refunded or sent a corrected billing. <br />PUBLIC HEARINGS: <br />Personnel <br />Classification Change <br />Mayor Beltran declared the Public Hearing open. <br />Personnel Officer Huffaker submitted the Affidavit of Posting and reported that no protests or objections had been <br />received. <br />Mr. Huffaker referred to his memorandum amending the Pay and Classification Plan regarding the job description for <br />Equipment Mechanic Foreman, to more accurately and equitably reflect the responsibilities and duties assumed and <br />performed by this position. <br />Mr. Huffaker stated the revised job description is attached to his memorandum, and this change does not involve an <br />increase in salary or reclassification. <br />Mayor Beltran asked if anyone desired to be heard on this matter. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to terminate the Public Hearing. Vote was unanimous. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, approving amendment to Pay and Classification Plan of <br />the Personnel System Rules and Regulations relating to revisions of Job Description for Equipment Mechanic Foreman. <br />Unanimous vote. <br />CORRESPONDENCE: <br />Civic Center <br />Future Office Space <br />City Manager Huffaker read a letter dated July 13, 1976, from Lawrence A. Hutton, Attorney, advising the City <br />Council of his intention to construct an office building on the southwest corner of La Cadena Drive and "D" Street, <br />and also offering to build and rent space to the City for future City Hall offices, if needed. <br />Councilman Rehrer suggested that Mr. Hutton's letter be noted and filed and if, at some future date, the Council <br />decides to expand for additional City Hall offices, Mr. Hutton can be contacted to discuss this matter. <br />Council members were in agreement with Councilman Rehrer's suggestion. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Variance <br />P. C. Resolution No. 808 <br />Planning Director George Williams reported the Variance application, requested by Fred and Barbara Johnson, concerns <br />spliting of a lot on property located at 642-56 West "E" Street. The parcel consists of approximately 19,500 <br />square feet and is zoned R-3, multiple family residential. <br />Mr. Williams advised that a public hearing was held on this matter, and both the Planning Commission and Staff <br />recommend approval of the Variance application, as stated in Planning Commission Resolution No. 808. <br />Councilman Rehrer asked why was this lot split? <br />Planning Director Williams answered the applicant/owner desires to sell the property and he felt this would be more <br />advantageous for the sale. <br />Moved by Councilman Gonzales, seconded by Councilman Rehrer, to approve Planning Commission Resolution No. 808. <br />Vote was unanimous. <br />Varianra <br />P. C. Resolution No. 809 <br />Planning Director Williams stated that Planning Commission Resolution No. 809 involves a Variance application, <br />requested by Max Hopkins, to reduce the fron and rear yard setbacks on a lot located on the easterly side of Glenwood <br />Street, at the intersection of Wildwood Street, in an R2 zone. <br />Mr. Williams advised that the Planning Commission recommends approval of the Variance application, subject to the <br />condition that final development plans be in substantial conformance with the plot plan submitted with the application, <br />as outlined in Resolution No. 809. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to approve Planning Commission Resolution No. 809. <br />Vote was unanimous. <br />CITY MANAGFR'S RFPnRTS ANn RFrnMMFNnATTnNq- <br />Personnel <br />Amend Pay and Classification Plan <br />City Manager Huffaker referred to his memorandum requesting that a public hearing date of August 3, 1976, be set, <br />amending the Pay and Classification Plan, to review and approve the job description and salary range for the class <br />of Computer Operator. This new classification was approved in the 1976-77 budget. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to set the date of August 3, 1976, at 7:30 p. m., for <br />public hearing to amend the Pay and Classification Plan for the position of Computer Operator.
