PERS Contract for Retirees
City Manager Huffaker reported from his memorandum concerning a request from retired City employees to amend the
City's contract with the Public Employees Retirement System to provide a cost of living adjustment from 2% to 5%
annually.
Mr. Huffaker continued the cost to proivde this amendment as requested would be 80% to 90% of present premiums, or
approximately $2709000 annually, and although this would be a valuable benefit to retired City employees, due to
the substantial cost of the program, Staff recommends the City does not amend its Contract with PERS at this time.
Moved by Councilman Rehrer, seconded by Councilman Gonzales, denying request to amend City's Contract with PERS
regarding cost of living allowance increase for retired City employees. Vote was unanimous.
Insurance
City Manager Huffaker read his memorandum regarding the City's General Automotive and Liability Self -Insurance
programs, and changes in Administrative Policy for submittal and processing of Claims.
Mr. Huffaker reviewed the costs and type of coverage involved and stated the self-insured administrator will be R.
L. Kautz and Company, the same as for the Workers Compensation Self -Insurance Program.
Mr. Huffaker continued this insurance program was adopted at a previous Council meeting held June 30, 1976, and
became effective July 1, 1976, however, in order to implement the program, Staff is requesting Council's consideration
and approval of the following items:
The City of Colton adopt an Ordinance establishing the Liability Risk
Retention Fund, whereby a formal fund would be established to pay losses
within the self-insured retention and prohibit use of these funds for any
other purpose until losses are actually paid.
The City's Administrative Policy on processing Liability Claims be amended,
as outlined in Administrative Policy No. V -B-1. It is necessary that this
be adopted by Minute Order, providing the authority for self-insurance ad-
ministrator to settle claims up to a limit of $1,000.
Grant authority to Staff to maintain a $2,500 checking account, with
R. L. Kautz and Company as Trustee, for the specific purpose of paying
Claims.
Discussion followed among Council members and Staff regarding the City's insurance program and the processing and
settling of Claims. Council members felt the procedure for processing Claims will be more effective and alleviate
many of the problems the City has been faced with in this regard.
Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve first reading of Ordinance No. 1498.
Vote was unanimous.
ORDINANCE NO. 1498 - AN ORDINANCE OF THE CITY OF COLTON, STATE OF CALIFORNIA, ESTAB-
Mr. Huffaker said Staff recommends the Memorandum of Understanding be noted and filed and that the proposed Resolution,
affecting the salary recommendations, be approved. Mr. Huffaker added management positions have been included in
the Resolution that are not represented by any association.
Moved by Councilwoman Cisneros, seconded by Councilman Hayes, that the Memorandum of Understanding on behalf of the
