334 <br />Retirement <br />PERS Contract for Retirees <br />City Manager Huffaker reported from his memorandum concerning a request from retired City employees to amend the <br />City's contract with the Public Employees Retirement System to provide a cost of living adjustment from 2% to 5% <br />annually. <br />Mr. Huffaker continued the cost to proivde this amendment as requested would be 80% to 90% of present premiums, or <br />approximately $2709000 annually, and although this would be a valuable benefit to retired City employees, due to <br />the substantial cost of the program, Staff recommends the City does not amend its Contract with PERS at this time. <br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, denying request to amend City's Contract with PERS <br />regarding cost of living allowance increase for retired City employees. Vote was unanimous. <br />Insurance <br />City Manager Huffaker read his memorandum regarding the City's General Automotive and Liability Self -Insurance <br />programs, and changes in Administrative Policy for submittal and processing of Claims. <br />Mr. Huffaker reviewed the costs and type of coverage involved and stated the self-insured administrator will be R. <br />L. Kautz and Company, the same as for the Workers Compensation Self -Insurance Program. <br />Mr. Huffaker continued this insurance program was adopted at a previous Council meeting held June 30, 1976, and <br />became effective July 1, 1976, however, in order to implement the program, Staff is requesting Council's consideration <br />and approval of the following items: <br />The City of Colton adopt an Ordinance establishing the Liability Risk <br />Retention Fund, whereby a formal fund would be established to pay losses <br />within the self-insured retention and prohibit use of these funds for any <br />other purpose until losses are actually paid. <br />The City's Administrative Policy on processing Liability Claims be amended, <br />as outlined in Administrative Policy No. V -B-1. It is necessary that this <br />be adopted by Minute Order, providing the authority for self-insurance ad- <br />ministrator to settle claims up to a limit of $1,000. <br />Grant authority to Staff to maintain a $2,500 checking account, with <br />R. L. Kautz and Company as Trustee, for the specific purpose of paying <br />Claims. <br />Discussion followed among Council members and Staff regarding the City's insurance program and the processing and <br />settling of Claims. Council members felt the procedure for processing Claims will be more effective and alleviate <br />many of the problems the City has been faced with in this regard. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve first reading of Ordinance No. 1498. <br />Vote was unanimous. <br />ORDINANCE NO. 1498 - AN ORDINANCE OF THE CITY OF COLTON, STATE OF CALIFORNIA, ESTAB- <br />First Reading LISHING THE LIABILITY RISK RETENTION FUND. <br />Moved by Councilwoman Cisneros, seconded by Councilman Gonzales, approving Administrative Policy, No. V -B-1, Processing <br />of Liability Claims, and authorizing Staff to maintain a $2,500 checking account, with R. L. Kautz and Company as <br />Trustee, for the specific purpose of paying Claims. Vote was unanimous. <br />Bids <br />Fire Department <br />City Manager Huffaker reported Staff is requesting permission to advertise for bids for a Fire Pumper Truck, in the <br />amount of $80,000, which was one of this year's budget considerations. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, authorizing Staff to advertise for bids for a Fire Pumper <br />Truck, in the amount of $80,000. Unanimous vote. <br />Labor Relations <br />Colton Police Officers Association <br />City Manager Huffaker read his memorandum regarding the Memorandum of Understanding signed by the City's representative <br />and representatives of the Colton Police Officers Assoication for salary and employee benefits for the fiscal year <br />1976-77. <br />Mr. Huffaker said Staff recommends the Memorandum of Understanding be noted and filed and that the proposed Resolution, <br />affecting the salary recommendations, be approved. Mr. Huffaker added management positions have been included in <br />the Resolution that are not represented by any association. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, that the Memorandum of Understanding on behalf of the <br />Colton Police Officers Association be noted and filed, and Resolution No. 3621 be approved. Motion carried, with <br />Councilman Rehrer voting NO. <br />RESOLUTION NO. 3621 <br />Chamber of Commerce <br />New Stationery <br />- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON ESTABLISH- <br />ING A PAY AND CLASSIFICATION PLAN FOR CERTAIN EMPLOYEES OF THE <br />CITY OF COLTON, EFFECTIVE THE BEGINNING OF THE PRESENT PAY PERIOD <br />JULY 105 1976. <br />City Manager Huffaker said the Council members have before them this evening new stationery being used by the <br />Chamber, and containing a new design, or logo, which the Chamber felt the City may want to consider for their own <br />City stationery. <br />Mayor Beltran stated if there are no objections from the other Council members, the City will take this matter into <br />consideration at some future time. <br />J U L 2 01976 <br />
