287 <br />City Manager Huffaker advised the Council there are two basic alternatives remaining -increase revenue or decrease <br />service. Mr. Huffaker continued by outlining the following proposed rates: <br />Water Utility <br />From $.22� per one hundred cubic feet to $.25¢ per one hundred cubic feet for the first 100,000 cubic feet of water <br />and $.22¢ thereafter. The average homeowners cost would increase approximately $1.46 per month. <br />Sewer Collection and Treatment <br />Increase from $2.50 per month to $5.55 per month, for a total increase of $3.05 additional per month. <br />Refuse Collection <br />To insure current services, an increase of $1.00 per month is required, from $3.00 to $4.00, or reduction of services <br />if no rate increase (two alternatives). A fourth alternative would be the sale of the Refuse operation and contracting <br />with a private refuse service. <br />Mr. Huffaker closed by saying that Council is not being asked to adopt any rates this evening, the main purpose of <br />this session is to allow Council an opportunity to discuss the information contained in the reports submitted to <br />them. <br />Community Services Director Earl Young briefed the City Council from his reports, dated May 10, 1976, entitled <br />Water Rate Increases, Revenue Program (Sewer Rate Increase), and Refuse Rate. <br />Mr. Young explained that these utilities have been operating on a deficit basis and every year that goes by without <br />a rate increase, the deficit will increase. <br />Claims <br />City Attorney Edwards gave an updated report on the law suit of Norman S. Fink, involving the expansion of the <br />Water Quality Control Plant. <br />Utility Deposits <br />Council discussed possible ways to reduce delinquent Utility losses.
