MAYOR'S REPORTS AND PROCLAMATIONS: <br />Boards and Commissions <br />Cemetery Commission <br />Mayor Beltran stated that he had asked Councilman Hayes to recommend an appointment to the Cemetery Commission, and <br />Councilman Hayes has suggested Father Michael Keane of Immaculate Conception Church. <br />Moved by Councilman Gonzales, seconded by Councilman Rehrer, to approve appointment of Father Michael Keane to the <br />Cemetery Commission. Vote was unanimous. <br />Boards and Commissions <br />Citizen Advisory Commission <br />Discussion was held among Council members and Staff with regard to appointments to the Citizen Advisory Commission <br />and approval of the Citizen Participation Plan. <br />Councilman Rehrer suggested that the Mayor act as an ex -officio member and that each Council member appoint <br />two people to the Commission from all sections of the community. <br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, that the Citizen Advisory Commission consist <br />of ten members with the Mayor as an ex -officio member. Vote was unanimous. <br />Mayor Beltran recommended that each Council member keep in mind that people from all areas of the community <br />are to be considered, as well as women, head of household, etc., as outlined in the report submitted by Staff. <br />Mayor Beltran stated that these appointments will be made at the next regular Council meeting and approval of <br />the Citizen Participation Plan. <br />Resolution of Commendation <br />Mayor Beltran announced that the Resolution of Commendation honoring Chief of Police Phil Elliott, scheduled <br />for presentation this evening, will be made at the next regular Council meeting. <br />Resolution of Commendation <br />Student Government Day/Colton High School <br />Councilman Rehrer read a Resolution of Commendation honoring Larry White, who was Acting Mayor on Student <br />Government Day, May 25, 1976, and all 1976 graduates of Colton High School, commending their achievements <br />during this Bicentennial year. <br />Moved by Mayor Beltran, seconded by Councilman Hayes, to approve and accept Resolution of Commendation honoring <br />Student Government Day and the 1976 Colton High School graduates. Vote was unanimous. <br />Mayor Beltran presented the Resolution to Larry White. <br />Resolution No. 3606. <br />Councilman Gonzales read a resolution opposing the passage of Proposition 15 which, if passed, would shut down <br />all California nuclear plants, sharply increase utility bills, severely limit job opportunities, and increase <br />our requirement and need for oil. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Resolution No. 3606. Vote was unanimous. <br />RESOLUTION NO. 3606 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON OPPOSING <br />PASSAGE OF THE STATE OF CALIFORNIA PROPOSITION NO. 15. <br />Housing and Community Development Act <br />HUD letter regarding funding <br />Mayor Beltran stated that as the Council members are aware, a letter from HUD, dated May 19, 1976, has been <br />received regarding the freezing of HCDA funds for the City of Colton due to a letter of complaint received by <br />Messrs. B. Webb, J. Montroy, G. Tohill, and A. Andon, concerning the decision reached on site location and <br />construction of a swimming pool. <br />Mayor Beltran advised that he has prepared a letter, dated June 1, 1976, replying to HUD's letter, to be sent <br />to Mr. Earl G. Fields, Program Manager of the Department of Housing and Urban Development. Mayor Beltran read <br />the letter to the Council members. <br />Council consensus was to forward the letter on to Mr. Fields. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Zoning <br />P. C. Res. No. 805 <br />Planning Director Williams advised that at the Planning Commission meeting held May 25, 1976, the Planning <br />Commission reaffirmed their decision in recommending that the proper zoning for the storage of recreational <br />vehicles be located in an M-1, light manufacturing zone. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve Planning Commission Resolution No. <br />805. Vote was unanimous. <br />Conditional Use Permit <br />P. C. Res. No. 806 <br />Planning Director Williams reported that this request, made by Vroom, Inc., is to establish the use of an <br />Indy/Gran-Prix Mini Race Track in a C-24 zone, on property located at 22970 Washington Street in Colton. <br />Mr. Williams stated the Planning Commission recommends approval of this Conditional Use Permit, subject to 13 <br />conditions, as outlined in Resolution No. 806. <br />Mr. Larry Keating, representing Vroom, Inc., 11340 West Olympic Boulevard, Los Angeles, stated he would be <br />happy to answer any questions that the Council members may have. <br />JUN 11976 <br />
