289 <br />Councilman Rehrer asked if he and the company were in agreement with the 13 conditions as listed in Planning <br />Commission Resolution No. 806. <br />Mr. Keating answered yes. <br />Mrs. Ada Lee Mattison, 11414 Center Drive, Colton, spoke in opposition to the proposed race track due to the <br />noise pollution that will be generated from this track. Mrs. Mattison stated the sound level from this track <br />would be very high, as she had checked into this matter with the Environmental Improvement Agency. <br />Mr. Williams stated that the proposed race track is in a very good location as it is adjacent to the freeway, <br />and the noise from the freeway traffic would absorb any noise coming from the track. Mr. Williams advised <br />that Staff met with the applicant several times and received acceptable noise level data, and conditions of <br />Resolution No. 806 require that the applicant comply with requirements of reviewing agencies. <br />Councilman Gonzales referred to other tracks of this type that have been in operation for some time, and stated <br />that to his knowledge there have been no problems or complaints issued. <br />After additional dicussion, moved by Councilman Gonzales, seconded by Councilman Hayes, to approve Planning Commission <br />Resolution No. 806. Vote was unanimous. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Bids <br />Paving Projects <br />Community Services Director Earl Young reported from his memorandum dated May 28, 1976, regarding awarding bids for <br />the resurfacing of Barton Road, "F" Street, Agua Mansa Road, Grant Street, and "N" Street, which are all gas tax <br />projects. <br />Mr. Young said that Staff recommends awarding the bid to Fontana Paving in the amount of $52,723.70. <br />Moved by Councilwoman Cisneros, seconded by Councilman Gonzales, to award bid to Fontana Paving in the amount of <br />$52,723.70, for various paving projects as outlined by Staff. Vote was unanimous. <br />Easement Deed <br />Assessment District No. 1975-1 <br />Mr. Young advised that this item will be held over until the next regular Council meeting as Staff has not as yet <br />received the deed. <br />RECREATION AND PARKS COMMISSION REPORTS AND RECOMMENDATIONS: <br />Parks <br />Elizabeth Davis Park <br />City Manager Huffaker referred to a memorandum dated May 27, 1976, from Max Lofy, Recreation Director, requesting <br />approval from the City Council of the date of Sunday, June 27, 1976, at 6:30 p. m., for the dedication of Elizabeth <br />Davis Park and Rotary Field. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to approve the date and time of Sunday, June 27, <br />1976, at 6:30 p. m., for the dedication of Elizabeth Davis Park and Rotary Field. Vote was unanimous. <br />Resolution No. 3605. <br />City Manager Huffaker advised that this is a routine item, whereby Staff is requesting approval of a resolution to <br />transfer funds in the Community Center budget account for the purchase of a air hockey game and a air handball game <br />for the Community Center. Mr. Huffaker stated the amount involved is $410. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to approve Resolution No. 3605. Vote was unanimous. <br />RESOLUTION NO. 3605 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA, <br />AMENDING THE 1975-76 FISCAL YEAR BUDGET. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />City Manager Huffaker advised that he has no regular reports for this evening, however, he would like Council's <br />consideration on the suggested Budget Schedule that has been placed before them this evening, and he would also <br />like to request a brief Executive Session later in the meeting to discuss Personnel matters. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Claim <br />Gustavo T. Llamas vs. the City of Colton <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to deny Claim of Gustavo T. Llamas versus the City of <br />Colton, and refer to our insurance carrier, Vote was unanimous. <br />Claim <br />Ernestine Salazar vs. the City of Colton <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to deny Claim of Ernestine Salazar versus the City <br />of Colton, and refer to our insurance carrier. Vote was unanimous. <br />ORAL COMMUNICATIONS: <br />Mr. E. H. Robinson, 145 East G Street, Colton, spoke to the City Council regarding the proposed increase in the <br />City's utility rates, and stated that he was very much opposed to this, and that the Council members should take a <br />very serious look at the City's budget. <br />EXECUTIVE SESSION: <br />The City Council adjourned to Executive Session at 8:11 p. m., and reconvened at 8:44 p. m., all members present. <br />Personnel matters were discussed. <br />JUN 1 '616 <br />
