31)6 <br />COUNCIL MEETING <br />June 15, 1976 <br />A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p. m., in <br />the Council Chambers of City Hall, Mayor Beltran presiding. <br />Mayor Beltran led the group in the Pledge of Allegiance to the Flag. <br />Invocation was offered by Councilman Leroy Rehrer. <br />ROLL CALL: <br />Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were City Manager <br />Huffaker, City Attorney Edwards, and City Clerk Ramos. <br />CONSENT CALENDAR: <br />Minutes <br />June 1, 1976 <br />June 2, 1976 <br />June 3, 1976 <br />June 5, 1976 <br />Warrants <br />6439 through 6553 <br />3539, 3552 through 3830 <br />June 10, 1976 Inclusive <br />Annual Dance Permit - Asociacion Mexicana Trabajadores Unidos. <br />Notice of Completion - Anderson Bros. Engineering, Inc. Completion of Tennis <br />Courts at Municipal Park, Accept and authorize recording. <br />Dance Permit/Street Closure (Change of Dates) <br />San Salvador Church - August 20, 21, and 22, 1976, Annual Fiesta. <br />Moved by Councilwoman Cisneros, seconded by Councilman Gonzales, to approve the Consent Calendar. Vote was <br />unanimous. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Insurance <br />Calvert -Belden Insurance <br />Mayor Beltran read a letter dated June 3, 1976, from Mr. Blair Belden of the Calvert -Belden Insurance Agency, <br />requesting that their agency represent the City's employee health and Group Life Insurance with Blue Cross of <br />California and Crown Life of Canada, and urged that the City execute "Broker of Record" letters in their favor <br />to these two companies to be effective July 1, 1976. <br />Moved by Councilman Gonzales, seconded by Councilman Hayes, to approve and authorize Mayor to sign "Broker of <br />Record" letters on behalf of the Calvert -Belden Insurance Agency for the City employees' Health and Group Life <br />Insurance with Blue Cross of California and Crown Life of Canada. Vote was unanimous. <br />Boards and Commissions <br />Citizen Advisory Commission <br />Mayor Beltran stated that he has not received names from all of the Council members for possible appointment to <br />the Citizen Advisory Commission, and inasmuch as this is a very important item and has been considered for some <br />time, he would appreciate the other Council members submitting names to him by this Friday. <br />Mayor Beltran stated that he will hold those names submitted by Councilwoman Cisneros, and those submitted by <br />himself, in abeyance until the remaining Council members have given him their selections for appointment. <br />Mayor Beltran urged the Council members to give this matter serious consideration and get this Commission underway, <br />so that the City can move ahead with the Citizen Participation Plan and future HUD programs. <br />CORRESPONDENCE: <br />Parks <br />Fleming Park <br />City Manager Huffaker read a letter dated June 10, 1976, from Christina Aponte, Women's Auxiliary President of <br />the Colton Youth Football League, requesting permission to have a concession stand at Fleming Park on July 10, <br />1976, to sell soft drinks, food and candy in order to raise funds for the boys football league. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to approve use of Fleming Park to operate a concession <br />stand on July 10, 19769 by the Women's Auxiliary of the Colton Youth Football League. Vote was unanimous. <br />Agreements <br />E.V.T.S.A. <br />City Manager Huffaker referred to a letter dated June 8, 1976, from W. R. "Bob" Holcomb, Chairman of the San <br />Bernardino Transit System Board of Directors, together with a copy of a Joint Powers Agreement between the East <br />Valley Transit Service Authority and the County of San Bernardino and the Cities of Colton, Fontana, Loma Linda, <br />Redlands, Rialto, and San Bernardino. <br />Mr. Huffaker advised that the Joint Powers Agreement has been approved by the S.B.T.S. Board of Directors, and <br />they are requesting approval and execution of the agreement from each city prior to July 1, 1976, after which the <br />original agreement will be circulated to each respective body for signing. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve Joint Powers Agreement with the East <br />Valley Transit Service Authority and authorize Mayor to sign same.
