<br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS:
<br />Housing and Community Development Act
<br />Citizen Participation Plan and future Programs
<br />Planning Director Williams referred to his memorandum dated May 24, 1976, advising that the Environmental Assessment
<br />reports have now been completed for the Community Center and Community Pool at Municipal Park, and the report for
<br />the Multi -Service Center at Veterans Park will be completed shortly.
<br />Mr. Williams reported that the first year budget application will have to be amended to allow for the funding of the
<br />position for the Community Development Coordinator. The second year budget application will also have to be amended,
<br />and Mr. Williams explained the procedures to be followed with regard to these applications.
<br />Mr. Williams said that Staff is requesting Council's direction and some indication as to how they want to proceed
<br />with these items. Mr. Williams asked if the Council desires to wait until the Community Development Coordinator is
<br />hired to do this work, or until the appointments have been made to the Citizen Advisory Commission and allow the
<br />Commission to follow through with the required procedures, or to authorize Staff to continue with these matters.
<br />Mr. Williams concluded that Staff requests Council's input and direction on all of these items as soon as possible.
<br />Mayor Beltran stated that he feels it is very important, as he mentioned previously, to get the Citizen Advisory
<br />Commission established and let them start functioning as a commission.
<br />Councilman Gonzales felt that the City should keep moving forward on these items and projects because of the time
<br />schedules that will have to be met.
<br />Discussion followed regarding the amendments to the first and second year funding applications and budgets, and the
<br />third year program and funding, which should be started some time in October or November.
<br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, authorizing Staff to continue with the HCDA amendments
<br />to the applications and to initiate public hearing proceedings. Vote was unanimous.
<br />Special Assessments
<br />Cooley Ranch Improvement District
<br />Mr. Williams reviewed his memorandum dated June 10, 1976, regarding the Improvement Districts for the Cooley Ranch
<br />development, advising that all plans and requirements are being carried out according to the Procedural Schedule and
<br />Concept, approved by the City Council at the meeting held May 18, 1976.
<br />Mr. Williams said in keeping with the schedule that has been established and the proceedings thus far, Staff is
<br />requesting approval of the use of a Protest Waiver Form and Off -Site Improvement Agreement, which is similar to the
<br />City's sidewalk agreement forms, to be signed by the property owners for the formation of the assessment district.
<br />Councilman Rehrer said he felt that the developer should be responsible for the costs involved with the assessment
<br />district, and not the City.
<br />Mayor Beltran advised that under the provisions of the Improvement Act of 1911 and the Special Assessment Investigation,
<br />Limitation and Majority Protest Act of 1931, the City is not responsible for the costs involved to initiate these
<br />procedures or the work accomplished.
<br />Mr. Williams then explained to the Council members the procedures followed for the formation of an assessment district,
<br />the developer's responsibility and actions to be taken by the City Council and Staff, and the requirements of the
<br />property owners involved.
<br />Councilman Rehrer said he still felt the City was taking a gamble, inasmuch as there is no assurance that this
<br />development will be successful.
<br />Mr. Williams stated that if the improvement district and the developments do not appear to be moving ahead or progressing
<br />as it should, then the financial consultants, Stone and Youngberg would advise the City to stop at this point. Mr.
<br />Williams said the key to the whole matter is the development of the land.
<br />Mayor Beltran stated that the City, at any rate, would be covered in all areas.
<br />Moved by Councilman Gonzales, seconded by Councilman Hayes, to authorize Staff to continue proceedings for the
<br />formation of an Improvement District on the Cooley Ranch Development, and approve use of the Off -Site Improvement
<br />Agreement. Motion carried, with' Councilman Rehrer voting NO.

<br />Bids
<br />Sprinkling Systems
<br />Community Services Director Earl Young advised that on May 19, 1976, thirty bids were received from five different
<br />contractors on six sprinkling projects in the City.
<br />Mr. Young advised that Staff recommends the bids be awarded as follows:
<br />"C" Street Underpass - J & R Sprinkler Company, $9,969.
<br />West "C" Street Underpass - Hammer Company, $4,500.
<br />Olive Street Underpass - $744; Valley Boulevard Median - $2,294; Colton Library - $3,494; Ken Hubbs Field - $4,494 -
<br />Allied Sprinkler.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve the award of bids for various sprinkling
<br />systems as outlined by Staff. Vote was unanimous.
<br />Weed Abatement
<br />Public Hearing
<br />Mr. Young stated Staff is requesting permission to set up a public hearing for Weed Abatement costs for this year's
<br />program, and suggested the date of July 6, 1976.
<br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to set a public hearing date of July 6, 1976, at 7:30
<br />p. m.,, for Weed Abatement costs. Vote was unanimous.
<br />Bids
<br />Olive Street, Project
<br />Mr. Young reported from his memorandum dated June 11, 1976, regarding award of bid for the Olive Street sewer
<br />replacement project.
