Mr. Young advised that Staff recommends awarding the bid to Chino Pipeline in the amount of $35,660., however, <br />there was only $30,000. budgeted for this project, and Staff is therefore requesting approval of a transfer of <br />funds in the Capital Improvement Account, from Automatic Sprinkling Systems to Sewer Line Replacement in the amount <br />of $6,000. <br />Mr. Young concluded that if Council concurs, approval of Resolution No. 3607 would be in order. <br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, to approve the award of bid to Chino Pipeline in <br />the amount of $35,660. for the Olive Street Sewer Replacement project, and adopt Resolution No. 3607. Vote was <br />unanimous. <br />RESOLUTION NO. 3607 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA, <br />AMENDING THE 1975-76 FISCAL YEAR BUDGET. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Agreement <br />Fire Protection Services <br />City Manager Huffaker referred to his memorandum regarding renewal of Fire Protection Services Agreement between <br />San Bernardino County Service Area Number 38 (County Pocket) and the City of Colton for the 1976-77 fiscal year. <br />The first agreement was approved by the City Council effective September 2, 1975. <br />City Attorney Edwards suggested a change in the agreement with regard to Item 5 on Page 2, by deleting the last <br />four words of that paragraph "Failure to pay cancels." Mr. Edwards advised that he has discussed this matter with <br />the County and they are in agreement. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve Agreement for Fire Protection Services <br />between San Bernardino County Service Area Number 38 and the City of Colton for the 1976-77 fiscal year, subject to <br />deletion of the last four words as shown in Item 5, Page 2, "Failure to pay cancels." Unanimous vote. <br />Mayor Beltran stated he feels that the City should not contract services outside of the City limits with anyone <br />unless they are willing to annex into the City of Colton. <br />Agreement <br />William Freeman <br />Mr. Huffaker advised that Staff recommends approval of an Agreement with Mr. William Freeman for the pick up and <br />storage of large animals. This is a renewal of the agreement between the City of Colton and Mr. Freeman for his <br />services, and covers a period of twelve months, from July 1, 1976 to June 30, 1977. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve and authorize Mayor to sign Agreement with <br />Mr. William Freeman for large animal pick up and storage, effective July 1, 1976 through June 30, 1977. Vote was <br />unanimous. <br />Community Services <br />Utility Rate Increases <br />Mr. Huffaker read from his memorandum regarding the proposed rate increases concerning water service, sewer collection <br />and treatment, and refuse collection. <br />Mr. Huffaker also referred to his report dated May 24, 1976, and memorandums, reports and surveys from Community <br />Services Director Earl Young dated May 10, 1976, which included all of the data and necessary information explaining <br />the need for the utility rate increases. <br />Mr. Huffaker advised that the proposed rate increases are as follows: <br />Water Rates - from $.22 per 100 cubic feet and monthly minimum charge of $.64 increased to $.25 per 100 cubic feet <br />for the first 100,000 cubic feet of water and $.22 thereafter, and the monthly minimum charge <br />be increased to $1.50. <br />Sewer Collection & Treatment - Increase from $2.50 per month to $5.55 per month. <br />Refuse Collection - Increase from $3.00 per month to $4.00 per month. If no rate ncrease, consider the following <br />alternatives: <br />Once a week pick up, allowing refuse to be picked up in alleys. <br />Or - <br />Once a week pick up, one man operation, with no alley pick ups. <br />Mr. Huffaker concluded if the City Council concurs with the proposed rate increases and the information submitted, <br />Staff recommends approval of the following resolutions: <br />Resolution No. 3608 - Water Rates; Resolution No. 3609 - Sewer Collection & Treatment; Resolution No. 3610 - <br />Refuse Collection. <br />Councilman Hayes asked if the sewer collection and treatment rate increase is due to the sewer plant expansion and <br />work within the City, or for the new addition that was taken in. <br />Mr. Earl Young explained that personnel requirements since the 1973-74 fiscal year have increased from 4 authorized <br />positions to 10 positions, however, 4 positions are a result of the plant expansion. The 2 remaining positions <br />were added in order to implement a preventive maintenance program. Mr. Young stated that the present rate structure, <br />which was established in 1971, has not sufficiently covered the normal operating expense increases over the years <br />and additions to depreciation reserves. <br />Mr. Young further explained the agreement between the City of Colton and the Federal Water Pollution Control Administration, <br />which requires that adequate funds for the operation of the Water Quality Control Plant, future expansion, and <br />depreciation reserves be made available through user fees. <br />Councilman Rehrer questioned the increase to include Grand Terrace and asked if this will require more services and <br />more personnel. <br />Mr. Young replied that the increase should have no effect at this time and will not effect additional man power. <br />Mayor Beltran requested that the City Attorney check into the Ordinance adopted by the City, whereby users outside <br />of the City would have to pay three times the rate that the residents of the City of Colton would have to pay. <br />Additional discussion followed among Council members and Staff.
