Mr. Brown advised the next resolution for consideration and approval involves confirming the assessment, <br />ordering the improvements and approving the Engineer's Report. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Resolution No. 3587. Vote was unanimous. <br />RESOLUTION NO. 3587 <br />- RESOLUTION OF THE CITY COUNCIL CONFIRMING THE ASSESSMENT, OR <br />DERING THE IMPROVEMENTS MADE TOGETHER WITH APPURTENANCES AND <br />APPROVING ENGINEER'S REPORT. <br />Mr. Brown said the last resolution concerns accepting the proposal for the sale of bonds and establishes an <br />Improvement Fund for Assessment District 1975-1 for the payment of these bonds. <br />Moved by Councilman Gonzales, seconded by Councilman Rehrer, to approve Resolution No. 3588. Vote was unanimous. <br />RESOLUTION NO. 3588 - RESOLUTION OF THE CITY COUNCIL ACCEPTING PROPOSAL FOR THE SALE <br />OF BONDS AND PROVIDING FOR THE ESTABLISHMENT OF A REDEMPTION <br />FUND FOR THE PAYMENT OF SAID BONDS. <br />Mr. Brown concluded that the final action required by the City Council is to direct Staff to prepare a resolution <br />awarding the Contract. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to direct Staff to prepare a resolution awarding the <br />contract. Vote was unanimous. <br />Parcnnnal <br />Truck Driver -Operator <br />Mayor Beltran declared the Public Hearing open. <br />City Manager Huffaker submitted the Affidavit of Posting. <br />Mr. Huffaker stated the public hearing this evening concerns changing the job description for Truck Driver - <br />Operator to conform with the Department of Motor Vehicles requirement that in order to obtain a Class I driver's <br />license, the individual must have a truck driver job. <br />Mr. Huffaker said that Staff recommends changing the license requirement to obtainable at or within six months <br />after appointment, which would coincide with the probationary period. <br />Mayor Beltran asked if anyone present wished to speak in opposition to or in support of this matter. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to close the Public Hearing. Vote was unanimous. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, approving amendment to the Civil Service Rules and <br />Regulations relating to the Classification of Truck Driver -Operator. Vote was unanimous. <br />CORRFSPONDFNCF <br />Chamber of Commerce <br />City Manager Huffaker referred to a letter dated March 3, 1976, from the Chamber of Commerce requesting that <br />the name of Colton appear at certain locations along the freeway for proper identification. <br />The particular locations were Interstate 10, west, on the Pepper Avenue sign at the Riverside Avenue off -ramp; <br />Interstate 15-E, southbound, on four Los Angeles signs at the Inland Center off -ramp; Interstate 15-E, northbound, <br />from the Washington Avenue off -ramp, on the Los Angeles signs, at the Interstate 10 on-ramp going west. <br />The letter concludes with the request that the City Council get in touch with the State Department of Highways, <br />asking their consideration in placing the name of Colton on the signs at the locations mentioned for proper <br />freeway identification. <br />Mayor Beltran recommended that food and lodging signs also be added, and that possibly the Chamber of Commerce <br />could notify a Mr. Bill Leonard, of the State Highway Commission, at the local level, and advise him of these <br />requests. <br />Councilman Hayes advised that in checking out this matter, he has found that the State Division of Highways <br />places food and lodging signs at the ground level, and identification signs are placed above, over the freeways, <br />identifying cities and streets. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to approve the request of the Chamber of Commerce <br />for proper freeway identification signs on behalf of the City of Colton at the locations mentioned, and also <br />to include food and lodging signs. Vote was unanimous. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Transportation <br />SB -325 Claim <br />Director of Planning & Special Services George Williams reported from his memorandum dated March 11, regarding <br />the 1976-77 SB -325 Claim. Mr. Williams stated the City is required to submit an Article 4 and Article 8 Claim <br />to SCAG by April 1, 1976.
