<br />Pay and Classification Plan
<br />Mayor Beltran declared the Public Hearing open.
<br />Personnel Officer Huffaker submitted the Affidavit of Posting and reported that no protests or objections have
<br />been received.
<br />Mr. Huffaker reported that pursuant to Council's request and in accordance with the City's Personnel Rules and
<br />Regulations, the Public Hearing this evening is to consider an amendment to the Pay and Classification Plan by
<br />the addition of a Community Development Coordinator, at a Salary Range of 31.5, $1,419 to $1,693.
<br />Mr. Huffaker stated the Council members have copies of the Notice of Public Hearing, the Job Description and
<br />Requirements, and the proposed Resolution amending the Pay and Classification Plan for this new position.
<br />Mayor Beltran asked if anyone in the audience desired to speak on this matter.
<br />Mrs. Camilla Herrera, 248 East N Street, Colton, stated she felt the job description itself was not well
<br />written, the position sounded more like that of an administrative assistant, and the duties listed were so
<br />extensive it would take someone "super -human" to perform them efficiently.
<br />Mrs. Herrera suggested the following changes to the job description:
<br />Under "DEFINITION" - Change to read - "Under administrative direction of the Mayor
<br />and City Council"
<br />Under "MINIMUM QUALIFICATIONS" - Ability to: Change to read - "Ability to speak and
<br />write Spanish".
<br />After additional discussion, moved by Councilman Gonzales, seconded by Councilwoman Cisneros, to terminate the
<br />Public Hearing.
<br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, to approve Resolution No. 3603, and to change
<br />the Job Description of the Community Development Coordinator to read as follows: DEFINITION - "Under administrative
<br />direction of the Mayor and City Council"; MINIMUM QUALIFICATIONS - "Ability to speak and write Spanish". Vote
<br />was unanimous.
<br />RESOLUTION NO. 3603 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA,
<br />AMENDING THE PAY AND CLASSIFICATION PLAN.
<br />Mayor Beltran stated that the City Council will also do the hiring of the individual for this position.
<br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS:

<br />Planning Director Williams stated that Planning Commission Resolution No. 805 concerns the consideration of a use
<br />determination request to decide in what zone recreational vehicle storage should be allowed.
<br />Mr. Williams advised that at the present time there is no provision in the City's Zoning Ordinance, in any of
<br />the zone classifications, for the storage of recreational type vehicles, such as camper trailers, motor homes,
<br />truck campers and boats, etc., and after review and study of this matter, Staff feels that the most appropriate
<br />zone for this type of use would be an M-1 zone.
<br />Mr. Williams referred to a letter received from Mr. Colby Starbird requesting that the storage of recreational
<br />vehicles be permitted on property he is leasing located at 1242 North Mt. Vernon Avenue. Mr. Williams reported
<br />that the zoning on this property is C-2.
<br />Discussion followed among Council members and Staff with regard to uses permitted in a C-2 zone and an M-1
<br />zone, the difference between a car lot and the storage of recreational vehicles, the stipulation of an "X"
<br />classification to any zone and its meaning.
<br />Mrs. Mandy Karr, 835 West Olive Street, Colton, stated she is the owner of the lot at 1242 North Mt. Vernon
<br />Avenue and this lot was originally to be used for the storage of recreational -type vehicles. Mrs. Karr discussed
<br />the type of businesses along Mt. Vernon Avenue, and stated she felt the request made by Mr. Starbird should be
<br />approved as it would be conducive to the area.
<br />Moved by Councilman Gonzales, seconded by Councilman Hayes, to approve the use of storage of recreational
<br />vehicles on the property located at 1242 North Mt. Vernon Avenue only, for a trial period of one year.
<br />Planning Director Williams stated this would not be permitted and would not be legal. Mr. Williams advised
<br />that the City cannot take only one parcel of land, zoned C-2, and permit this use of storage of recreational
<br />vehicles, and not permit this same use in all of the other C-2 zoning.
<br />Mr. Williams said the Council will have to decide in which zone district the use of the storage of recreational
<br />vehicles will be permitted. Mr. Williams reiterated Staff feels that within the M-1 zone, the parking, screening,
<br />and other problems can be best accommodated to adjoining uses and would not, in most parts of the City, be
<br />directly adjacent to residential uses.
<br />Councilman Gonzales stated that he would like to withdraw his motion. Councilman Hayes stated he would also
<br />withdraw his second to the motion.
<br />After additional discussion, moved by Councilman Gonzales, seconded by Councilman Hayes, to deny Planning
<br />Commission Resolution No. 805 and refer this matter back to the Planning Commission for additional study and
<br />review. Vote was unanimous.

<br />Citizen Participation Plan
<br />Planning Director Williams reviewed his memorandum dated May 12, 1976, and attached report regarding the
<br />Citizen Participation Plan, and the selection of persons to serve on the "Citizen Advisory Commission".
<br />Mr. Williams advised it has been suggested that the Commission consist of possibly eight members, one representative
<br />from the Recreation and Parks Commission, one representative from the Planning Commission, and six members at
<br />large.
