<br />City Manager Huffaker said he felt it is important to remember to select people from all sectors of the community,
<br />as suggested in the report.
<br />Mayor Beltran recommended that each Council member consider persons to serve on the Citizen Advisory Commission, and
<br />action on this matter will be taken at the first meeting in June.
<br />Cooley Ranch Improvement District
<br />Planning Director Williams gave a presentation on the Cooley Ranch Improvement District, outlining the plans and
<br />improvements to be considered, and the development schedule of the developer, Villelli Enterprises. Mr. Williams
<br />advised that these items had been discussed at a previous Redevelopment Agency meeting held April 20, 1976.
<br />Mr. Williams reported on the surrounding areas and boundaries of the proposed improvements, stating that they are
<br />awaiting word on E.D.A. funding, which has already been applied for, before proceeding with the improvements.
<br />Mr. Michael F. Whipple, of Stone and Youngberg, Municipal Financing Consultants, Inc. Los Angeles, outlined a
<br />Procedural Schedule for the Cooley Ranch Improvement District and recommended the actions to be taken by the developer,
<br />City Council, Redevelopment Agency, and City Staff.
<br />Mr. Whipple recommended that the City Council consider waiving the surety bond requirements for the public improvements
<br />and approve the use of assessment bonds, and that the Redevelopment Agency approve the concept of applying for tax
<br />increments to pay the debt service on the assessment bonds. Mr. Whipple stated after formation of the assessment
<br />district, the City could then call for construction bids, hold the necessary public hearings, call for bids on
<br />assessment bonds, award the bonds and approve the construction contract.
<br />Mr. Whipple concluded that before the developer can proceed, approval of this concept is necessary b the Cit
<br />Council. y y
<br />Mayor Beltran asked if this concept has been used elsewhere.
<br />Mr. Whipple answered yes, it is a very common procedure that has been used successfully for probably the last five
<br />years.
<br />Councilman Gonzales asked if there have been any adverse effects from developers in using this concept.
<br />Mr. Whipple answered no, this is a very popular program with developers and it has been used favorably in the City
<br />of San Jose.
<br />After additional discussion, moved by Councilman Gonzales, seconded by Councilman Hayes, to approve Procedural
<br />Schedule and Concept for development of the Cooley Ranch District as outlined. Vote was unanimous.
<br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS:

<br />Sewer Project
<br />Community Services Director Earl Young reported from his memorandum dated May 14, 1976s requesting permission to
<br />advertise for bids on the Olive Street sewer project, between Mt. Vernon Avenue and Olive Place, at an estimated
<br />cost of $30,000.
<br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve request to advertise for bids on Olive
<br />Street sewer project as outlined by Staff. Vote was unanimous.
<br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS:
<br />Fire Department
<br />Reserve Firefighters Program
<br />City Manager Huffaker reported from his memorandum regarding reinstatement of the Reserve Firefighters Program,
<br />consisting of volunteers who will be trained and equipped to support the regular firefighter forces when the need
<br />arises.
<br />Mr. Huffaker advised that the volunteers will not receive any salary, however, the City will provide the appropriate
<br />safety equipment.
<br />Mr. Huffaker concluded this item is informational only and there is no action necessary from the City Council.
