<br />Councilman Gonzales answered no, his motion stands as stated.
<br />Mayor Beltran asked for a Roll Call Vote on the motion:
<br />AYES: Three, Beltran, Gonzales, Rehrer
<br />NOES: Two, Cisneros, Hayes
<br />ABSENT: None
<br />Motion carried.
<br />Both Councilwoman Cisneros and Councilman Hayes requested that the records show they were not opposed to that
<br />portion of the motion concerning the Multi -Service Center or the Community Center, however, they were opposed to
<br />the location of the swimming pool at Municipal Park rather than the High School.
<br />Performance Report
<br />First Year HCDA Application
<br />Planning Director Williams reviewed the Performance Report for the first year's funding application of the
<br />Housing and Community Development Act, stressing the portion under the Housing Assistance Plan, Section 8.
<br />Mr. Williams recommended that the City Council read over this report very carefully and take a serious look at
<br />all of the items.
<br />Mayor Beltran suggested that Staff check into the possibilities of hiring a Grantsman to assist Staff.
<br />Councilman Rehrer asked if the City would have to amend the second year funding application if someone were,
<br />in fact, hired.
<br />Mr. Williams answered yes.
<br />Moved by Mayor Beltran, seconded by Councilman Hayes, authorizing Staff to initiate procedures for hiring
<br />personnel to assist Staff with reports and applications regarding the Housing and Community Development Act.
<br />Vote was unanimous.
<br />Moved by Mayor Beltran, seconded by Councilwoman Cisneros, to review and study in detail the Performance
<br />Report for the Housing and Community Development Act application, authorizing the Mayor to sign same, before
<br />the next regular Council meeting. Vote was unanimous.
<br />Discussion was also held on the Citizen Participation Plan, which is required by the City under the Housing
<br />and Community Development Act, as outlined in Subpart "J", Program Management, Section 570.900 (D), Performance
<br />Standards.
<br />Fleming Park

<br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, to approve request for use of Fleming Park on
<br />Sunday, May 2, 1976, from 12:00 Noon to 2:00 p. m., for a wedding, subject to ratification by the Police
<br />Chief. Vote was unanimous.
<br />ADJOURNMENT:
<br />Moved by Councilman Hayes, seconded by Councilman Gonzales, Mayor Beltran adjourned the meeting at 9:25 p. m.
