<br />Bicentennial Flaq
<br />Councilman Rehrer, as Chairman of the Bicentennial Committee, presented to the City a Bicentennial Flag, to be
<br />displayed in the Council Chambers, and made a presentation on the symbol of the flag regarding its description and
<br />meaning.
<br />Mayor Beltran thanked Councilman Rehrer and commended him on the excellent job he has been doing with the Bicentennial
<br />Committee.

<br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, Council ratified Mayor Beltran's appointments to the
<br />Library Board as follows:

<br />East Valley Planning Agency
<br />Airport Land Use Commission
<br />Mayor Beltran read a memorandum dated April 29, 1976, from Councilman Frank Gonzales, requesting that the City
<br />Council appoint an Alternate Member to serve on the Airport Land Use Commission of the East Valley Planning Agency,
<br />to replace Mrs. Gertrude Spragins, due to her retirement.
<br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, Council ratified Mayor Beltran's appointment of
<br />Councilman Leroy Rehrer to serve as Alternate Member on the Airport Land Use Commission of the East Valley Planning
<br />Agency. Vote was unanimous.
<br />Cardio -Pulmonary Resuscitation Program
<br />Mayor Beltran presented to the City Council a proposal to implement a Cardio -Pulmonary Resuscitation Training
<br />Program (CPR) in the City of Colton for non -emergency personnel, Staff, business people, etc.
<br />Mayor Beltran stated that although the City now realizes a very fine Paramedic Program, it is the first few moments
<br />of an accident or tragedy that are vital, and this is where the CPR Training Program can be a definite asset and
<br />assistance to every citizen in our community.
<br />Mayor Beltran advised that although there is no cost involved for this program, he would like to request an allocation
<br />of funds, from the Police Department Account to the Fire Department Account, in the amount of $150. for a training
<br />film on the CPR Program.
<br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to initiate a CardioPulmonary Resuscitation Training
<br />Program in the City of Colton as outlined by Mayor Beltran. Vote was unanimous.
<br />Mrs. Camilla Herrera, 248 East N Street, Colton, advised the City Council that the Community Action Group will
<br />start the same type of a program in July at the Multi -Service Center in South Colton, and they will also have
<br />training films available, at no cost, if the Council should desire to use them.
<br />PUBLIC HEARINGS:
<br />Planning Commission Resolution No. 802
<br />Zoning Amendment
<br />Mayor Beltran declared the Public Hearing open.
<br />City Clerk Ramos submitted the Affidavit of Publication and reported that no protests or objections had been received.
<br />Planning Director Williams reported that this Zone Text Amendment, to Section 18.12.010 "D" of the Zoning Ordinance,
<br />applies to nurseries or foster homes, subject to the filing and approval of a Conditional Use Permit. The maximum
<br />number of children to be allowed will be specified upon approval of the Conditional Use Permit.
<br />Mr. Williams advised that the Planning Commission has held a public hearing on this matter and recommend approval
<br />of Planning Commission Resolution No. 802.
<br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, to terminate the Public Hearing. Vote was unanimous.

<br />waive further reading. Vote was unanimous.
