278 <br />Mr. Paul Marsh, General Manager of San Bernardino Transit System, made a presentation to the Council members <br />for the operation of a Dial -A -Ride System in the City of Colton, in conjunction with the existing S.B.T.S. <br />service in our City. <br />Mr. Marsh presented each Council member with a written report including three separate alternates to be considered, <br />with cost estimates and proposed routes, as outlined on maps displayed in the Council Chambers defining the <br />proposed Dial -A -Ride system. <br />Mr. Marsh advised that Federal funding for the proposed system can be obtained through Section 5 funding and <br />SB -325 funds, with 50 percent of the total cost for services funneled through S.B.T.S. <br />Discussion followed regarding future SB -325 funding for transportation service in the City of Colton, continued <br />S.B.T.S. service, and a proposed Dial -A -Ride system. <br />Mr. Marsh stated that he is available at any time to explain these programs in greater detail and answer any <br />questions in this regard. <br />Mayor Beltran stated that he would suggest setting up a workshop or adjourned meeting to discuss this matter <br />in greater detail, as the City has received many telephone calls with regard to the change in certain bus <br />routes and the bus service. <br />On Council consensus, an adjourned meeting was scheduled for Monday, May 10, 1976, at 7:30 p. m., in the <br />Council Chambers, to further discuss the possibilities of implementing a Dial -A -Ride system in the City of <br />Colton. <br />City Manager Huffaker advised that Item No. 10 on the Agenda, a letter from Mr. Don Duenez, also concerns the <br />change in bus routes in our City, and possibly this matter could also be handled, or answered, at the adjourned <br />meeting on Monday evening. <br />Council members directed that Mr. Duenez be notified of the meeting to be held on Monday evening. <br />Legislation <br />LAFCO - Special Districts <br />City Manager Huffaker read a letter dated April 28, 1976, from Mike G. Jimenez, City Councilman of Fontana and <br />LAFCO representative, advising that at a LAFCO meeting held April 14, 1976, a resolution was passed, by a 3 to <br />2 vote, initiating consideration of rules and regulations pertaining to independent special districts if the <br />Commission acts to enlarge the commission by adding two special district representatives. <br />Mr. Jimenez was requesting that our City Council be present at the LAFCO meeting to be held May 12, 1976, when <br />this process will be explained, and also that our City forward a letter indicating our position on this matter <br />to our supervisor and the members of LAFCO. <br />Council members were against the addition of two special district representatives and expressed interest in <br />attending the meeting scheduled for May 12, 1976. <br />Planning Director Williams stated that he has reviewed the Rules and Regulations of LAFCO relating to independent <br />Special District representation, and he feels that the City should recommend certain changes in these rules <br />and regulations, should they be approved and adopted. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, that the City Council go on record as being <br />opposed to the addition of two Special District representatives on the LAFCO Board. Vote was unanimous. <br />Mayor Beltran advised that in the near future there will be two appointments coming up, one on the Inland <br />Manpower Association of SANBAG, and the other to replace Councilman Jimenez on the LAFCO Board. <br />Mayor Beltran stated that if there are no objections from the other Council members, he would like to recommend <br />that Councilwoman Cisneros be appointed to serve on the Inland Manpower Association of SANBAG for the City of <br />Colton. Council members were in agreement with Mayor Beltran's recommendation. <br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, to recommend for appointment to the LAFCO Board, <br />Councilman Jim Hayes representing the City of Colton. Vote was unanimous. <br />Fleming Park <br />Camp Fire Girls <br />City Manager Huffaker referred to a letter dated April 28, 1976, from Mrs. Irene Rawson, requesting use of <br />Fleming Park on Thursday, June 3, and Friday, June 4, 1976, for the Camp Fire Girls Annual Council Fire. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve request for use of Fleming Park by <br />the Camp Fire Girls. Vote was unanimous. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />1/AriAnrP <br />Henry Saldivar <br />Planning Director Williams advised that this item concerns an application for a Variance, requested by Henry <br />Saldivar, to construct a six foot fence along the side property line adjacent to 7th Street, instead of setting <br />the fence 10 feet in from the side property line, on property located at 198 West L Street, Colton, the southeast <br />corner of 7th and L Streets, Index No. V-2-76. <br />Mr. Williams reported that the Planning Commission held a public hearing on this item and recommended approval <br />of the Variance application, indicating two reasons for approval, as outlined in Planning Commission Resolution <br />No. 803. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to approve Planning Commission Resolution No. <br />803. Vote was unanimous. <br />Community Development Act <br />Citizen Participation Plan <br />Planning Director Williams referred to his memorandum dated April 28, 1976, and a report entitled "Community <br />Participation Plan for the City of Colton", outlining the main sections of the report - I. Need for the <br />Community Participation Plan; II. Purposes of the Plan; III. Community Citizen Advisory Commission; IV. <br />Acknowledgement and Implementation of C.C.A.C. Recommendations. <br />Mayor Beltran suggested that the City be divided into four main sections, with persons being represented from <br />the north, south, east and west of the community, so that everyone from every section of town could participate <br />in this plan, and then proceed with this report. <br />MAY 41976 <br />
