376 <br />j ORDINANCE N0. 1504 - AN ORDINANCE AMENDING ORDINANCE NO. 1074 AND SECTION 10.04.130 <br />J Second Reading OF THE COLTON MUNICIPAL CODE REGULATING THE USE OF TRAFFIC UPON <br />THE STREET, SIDEWALKS AND OTHER PUBLIC AND PRIVATE PLACES IN THE <br />CITY OF COLTON. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve the Consent Calendar. Vote was unanimous. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Planning Commission Resolution No. 818 <br />Conditional Use Permit <br />Mayor Beltran stated that with regard to Item No. 12 on the Agenda, Conditional Use Permit application requested by <br />Colton Iron & Metal Company, the application has now been withdrawn, and there is no need for further discussion or <br />action. <br />Awards <br />Police <br />Mr. Jerry Gomen, District Manager of the Automobile Club of Southern California, presented Safety Driving Awards to <br />Officers Shevalier and Valadez of the Colton Police Department. <br />Appointments <br />Planning Commission <br />Mayor Beltran stated that appointments to the Planning Commission will be made at the next regular Council Meeting, <br />December 7, 1976. <br />Appointments <br />Utility Commission <br />Mayor Beltran read memorandums from Councilwoman Cisneros and Councilman Gonzales regarding appointments to the <br />Utility Commission. <br />Councilwoman Cisneros recommended for appointment Mr. Elston Hulsey and Councilman Gonzales recommended Mr. Gerald <br />Magnant. <br />Mayor Beltran stated he would also like to appoint, with Council approval, Mrs. Marlene Alexander. <br />Councilman Rehrer felt that these appointments should be made and approved after establishment of the Utility <br />Commission itself. <br />Mayor Beltran said that Councilman Rehrer's point was well taken, and this matter will be discussed later in the <br />meeting this evening. <br />Community Development Program <br />Community Development Coordinator, Arturo de la Cerda, advised the Council Members that he and the Architect In- <br />terview Committee, consisting of City Staff Members and Community Citizens' Advisory Commission Members, inter- <br />viewed six architectural firms on November 10, 1976, and recommend to the City Council negotiating a contract <br />with the firm of Perez and Hurtado, Architects, Inc., for professional services relating to the proposed <br />Multi -Service Center and Community Center/Swimming Pool Complex. <br />City Attorney Edwards stated that he has reviewed this Contract and has suggested minor changes, which the <br />architect is in agreement with. <br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, authorizing Mayor to execute contract with <br />the firm of Perez and Hurtado, Architects, Inc., for professional services relating to the proposed Multi - <br />Service Center and Community Center/Swimming Pool Complex. Vote was unanimous. <br />Parcnnnal <br />Mr. de la Cerda requested Council approval to hire another part-time Community Development Worker, for a six <br />month period, to assist in the planning and programming of the third year program, as well as the Section 312 <br />Loan Program for housing. <br />Mr. de la Cerda advised this individual has outstanding qualifications, training and experience in the field <br />of construction, conducting inspections, preparing cost estimates, etc., and would be an invaluable asset to <br />the City with the Section 312 housing program in its planning, and the preparing of the rehabilitation loan <br />forms. <br />Mr. de la Cerda said the current salary for the Community Development Worker is $4.00 per hour, and he has <br />been notified, by the State Department of Rehabilitation, there are C.E.T.A. funds available, at a rate of <br />$3.20 per hour, for this position. <br />Mr. de la Cerda advised there are sufficient funds in his current budget to supplement the C.E.T.A. funds, <br />plus the required payment of Workmen's Compensation, to cover the salary of another part-time employee for a <br />period of six months. <br />Discussion followed. <br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, approving and authorizing the Community <br />Development Coordinator to hire an additional Community Development Worker, for a six month period beginning <br />December 1, 1976, with salary as outlined by Mr. de la Cerda. Motion carried,'with Councilman Hayes voting <br />NO. <br />Affirmative Action Policy <br />Mr. de la Cerda requested approval and adoption of Affirmative Action Policy, as outlined in his report dated <br />September 7, 1976, and approved by the Community Citizens' Advisory Commission on October 21, 1976. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, approving and adopting Affirmative Action Policy <br />for the Housing and Community Development Program as submitted by Mr. de la Cerda.
