371 <br />Library Board <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, Council approved the recommendation and appointment of <br />Miss Regina Currieri as student member to the Board of Trustees of the Library. Vote was unanimous. <br />Utility Commission <br />Mayor Beltran advised that Councilwoman Cisneros and Councilman Gonzales have submitted memorandums recommending <br />appointments to the Colton Utility Commission. <br />Mayor Beltran asked for the City Attorney's report on this matter. <br />City Attorney Edwards stated the Council Members have received copies of the proposal submitted by the Colton <br />Citizens Utilities Committee, which has been reviewed by Staff, and the proposed ordinance, establishing a Utility <br />Commission. <br />Mr. Edwards continued he would like to suggest the following changes to the proposed ordinance: <br />On the first page, under that portion outlining the Commission's powers and duties, Item B, should read "Require of <br />the City Manager, or his designee, monthly reports"; on page two, Item F, should read "To the City of Colton General <br />Fund as directed by the Mayor and City Council". <br />City Manager Huffaker also recommended a change to the proposed ordinance, on page one, under that portion pertaining <br />to revenues of the utilities, Item (a), a period placed after the word "utilities", and the remainder of the paragraph <br />stricken, which would then read "For the payment of the operating and maintenance expenses of such utilities." <br />Councilman Rehrer felt that both of the proposals as submitted should be studied in greater detail before the <br />Council takes any action. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to postpone this item to the next regular Council Meeting, <br />November 16, 1976. Unanimous vote. <br />Community Development Coordinator <br />Progress Report <br />Mr. Arturo de la Cerda, Community Development Coordinator, stated that he has several corrections and changes to be <br />made on his report, and requested that this matter be continued to the next regular Council Meeting. <br />On Council consensus, Mr. de la Cerda's request was approved. <br />RECREATION AND PARKS COMMISSION REPORTS AND RECOMMENDATIONS: <br />Community Development Programs <br />Mr. David Lozano, Chairman of the Recreation and Parks Commission, advised the Mayor and Council members that the <br />Commission will go along with anything the City Council may advise as far as working with Mr. de la Cerda regarding <br />HUD programs. <br />Student Members <br />Mr. Lozano requested the City Council's consideration and approval regarding the appointment of a Student Representative <br />to the Commission, who attends Colton High School but resides outside of the City limits. <br />Mayor Beltran stated it has been the practice and policy of the City that any person approved or appointed to <br />serve on a Commission, Board, Committee, etc., must live within the City limits; however, possibly the City Attorney <br />could review this matter and make a report at the next regular Council Meeting. <br />Mayor Beltran also suggested that the Recreation and Parks Commission submit a letter to the City Council justifying <br />this request. <br />Study Session <br />Mayor Beltran stated that recently several Commission and Committees have responded enthusiastically toward future <br />projects and developments in the City, such as the Multi -Service Center and a Senior Citizens Center. <br />Mayor Beltran continued in this regard, the Community Development Coordinator was instructed to meet with the Planning <br />Director, Chairman of the Planning Commission, the Recreation Director, and Chairman of the Recreation and Parks Com- <br />mission, to establish coordination with these projects and a possible future Housing Program. <br />Mayor Beltran said in order to continue successfully and gain the in -put needed by all concerned, he would like to <br />suggest that a study session be scheduled for some time next week with the Planning Director, Chairman of the <br />Planning Commission, Recreation Director, Chairman of the Recreation and Parks Commission, Community Development <br />Coordinator, Chairman of the Community Citizens' Advisory Commission, and the City Council Members to define goals, <br />objectives, responsibilities, etc., and eliminate some of the mounting confusion, so that the City can progress and <br />move forward harmoniously on these projects, and any other future projects and programs. <br />After discussion, on Council consensus, a tentative date of Wednesday, November 10, 1976, at 7:30 p. m., was set <br />for an Adjourned Regular Meeting. <br />PUBLIC HEARINGS: <br />PPrcnnnal <br />Attendance & Leaves <br />Mayor Beltran declared the Public Hearing open. <br />Personnel Officer Huffaker submitted the Affidavit of Posting. <br />Mr. Huffaker reported this is a continuation of the public hearing held at the City Council Meeting of October 5, <br />1976, to amend Rule XI of Resolution No. 2240, Personnel System Rules and Regulations. <br />Mr. Huffaker advised that Staff met with representatives of S.B.P.E.A., and at the conclusion of that meeting, <br />another resolution was prepared to amend only certain paragraphs of Rule XI, not the entire Rule as previously <br />recommended, and as outlined in Resolution No. 3642. <br />
