<br />Mr. Huffaker reported that Staff recommends approval of a resolution adding the amended salary schedule for
<br />existing fire shift clases and applicable pay ranges, which will not affect the monthly pay, only hourly
<br />increments which is the basis for overtime pay.
<br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, approving Resolution No. 3648. Vote was unanimous.
<br />RESOLUTION NO. 3648 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING
<br />RESOLUTION NO. 3639 BY ADDING A SALARY SCHEDULE FOR FIRE SHIFT
<br />EMPLOYEES, EFFECTIVE NOVEMBER 3, 1976.
<br />Bids
<br />Pool Car
<br />Mr. Huffaker reported on awarding the bid for the pool car, and the Analysis of Bids, indicating the four bids
<br />that had been received and opened on October 12, 1976, and total amounts of each bid.
<br />Mr. Huffaker recommended the bid be awarded to the low bidder, Moss Motors, in the amount of $5,405.12.
<br />Councilman Rehrer stated that he was opposed to buying this pool car in the first place, and he would therefore
<br />make a motion that all bids be rejected and no automobile purchased.
<br />Motion seconded by Councilman Hayes.
<br />Mayor Beltran requested a Roll Call Vote:

<br />NOES: One, Beltran
<br />ABSENT: One, Gonzales

<br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS:

<br />City Attorney Edwards requested Council approval and permission to be out of State during the Christmas Holidays,
<br />from December 23, 1976 to January 3, 1977.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve City Attorney's request to be out of
<br />State during the Christmas Holidays, from December 23, 1976 to January 3, 1977. Vote was unanimous.
<br />Conflict of Interest Code
<br />Community Citizens' Advisory Commission
<br />Mr. Edwards stated that in keeping with the preparation and adoption of a Conflict of Interest Code for other Com-
<br />missions and Committees, a resolution has been prepared for the Community Citizens' Advisory Commission,
<br />directing the Community Development Coordinator to prepare for adoption a Conflict of Interest Code for that
<br />Commission, which should be presented to the City Council by December 1, 1976.
<br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Resolution No. 3647. Unanimous vote.
<br />RESOLUTION NO. 3647
<br />- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON DESIGNATING
<br />THE COMMUNITY CITIZENS' ADVISORY COMMISSION AS AN AGENCY REQUIRED
<br />TO PREPARE A CONFLICT OF INTEREST CODE IN ACCORDANCE WITH THE
<br />PROVISIONS OF THE POLITICAL REFORM ACT OF 1974 AND DIRECTING THE
<br />PREPARATION OF SUCH CODE.
<br />Agreements
<br />Dial -A -Ride
<br />Mr. Edwards advised the Council Members have been sent copies of the lease -agreement prepared between the City
<br />of Colton and Yellow Checker Leasing, Inc., Mr. Art Parlas, for Dial -A -Ride service in the City.
<br />Mr. Edwards continued that the City Staff has since met with Mr. Parlas, and there are several changes and
<br />additions that should be considered and made to the agreement.
<br />Mr. Edwards stated the following changes, or additions, are suggested for Council's consideration and approval:
<br />First page of Lease, Item 2, Insurance - "Finance Department" should be inserted in place of "City Manager".
<br />Page 4 of Agreement, Handicapped Passenger -this paragraph should state "assistance of Blind Persons in general",
<br />in place of "Handicapped Persons".
<br />Page 4 of Agreement, Item 8, Financing - a sentence should be added to this paragraph as follows: "The primary
<br />source of monies for the operation of the Dial -A -Ride project will be from SB -325 funds. In the event that
<br />SB -325 funds are not sufficient to fund the operation, the City Council may allocate funds from other sources
<br />as they deem necessary for the operation of the Dial -A -Ride Program."
<br />Mr. Edwards advised that Mr. Parlas has suggested a change in the Agreement, on Page 2, Item 4, Service to be
<br />Provided. Mr. .Edwards read that portion of the Agreement as it is now written:
<br />"In the event it is necessary to provide more vehicles in order to meet the thirty (30)
<br />minute call -to -pickup service requirement, Company shall provide such additional
<br />vehicles as are necessary to supplement the vehicles obtained pursuant to Paragraph 2
<br />hereof with such additional vehicles as necessary. There shall be no cost or expense
<br />whatsoever to City for such additional vehicles."
<br />Mr. Edwards then read the change to that paragraph as suggested by Mr. Parlas:
<br />"In the event that one or more of the leased vehicles are out of service, the Company,
<br />without extra charge to the City, shall provide replacement vehicles until it returns
<br />the leased vehicles to service."
