37:3 <br />Mr. Williams continued the cities have been requested to adopt this Policy Statement, however, the Colton Planning <br />Department did not support the County's proposal, and feel a more positive statement and program for mutual cooperation <br />is needed. <br />Mr. Williams advised that the Colton Planning Department has prepared a revised City/ County Policy for Planning <br />and Spheres of Influence, which has been adopted by the City of Ontario, referred to as Exhibit "A" in Planning <br />Commission Resolution No. 819, and recommended for approval by the Planning Commission at its meeting held October <br />26, 1976. <br />Mr. Williams concluded that Staff recommends the City Council adopt Colton's revised Policy for Planning and Spheres <br />of Influence, to be submitted to the County Board of Supervisors. <br />After discussion, moved by Councilman Rehrer, seconded by Councilman Hayes, to approve and adopt the Revised City/County <br />Policy for Planning and Spheres of Influence as submitted by the Colton Planning Department, to be forwarded to the <br />County Board of Supervisors. Vote was unanimous. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RFcnMMFNDATTnNS- <br />Traffir <br />Regulations & Control <br />Mr. Earl Young, Community Services Director, reported from his memorandum dated October 27, 1976, regarding a <br />Speed Zone Study taken of Agua Mansa Road, from Riverside Avenue to Rancho Avenue, within the corporate city <br />limits. <br />Mr. Young recommended first reading of Ordinance No. 1504, establishing a speed limit of 45 miles per hour along <br />this portion of Agua Mansa Road. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve first reading of Ordinance No. 1504. Vote was <br />unanimous. <br />ORDINANCE NO. 1504 - AN ORDINANCE AMENDING ORDINANCE NO. 1074 AND SECTION 10.04.130 OF <br />First Reading THE COLTON MUNICIPAL CODE REGULATING THE USE OF TRAFFIC UPON THE <br />STREET, SIDEWALKS AND OTHER PUBLIC AND PRIVATE PLACES IN THE CITY <br />OF COLTON. <br />City Yards <br />Mr. Young read from his memorandum dated November 3, 1976, and referred to a letter dated November 2, 1976, from <br />Mr. H. M. Hansen, President of Hanrich, Inc., Structural Engineers, regarding the preparation of Plans and Speci- <br />fications for the proposed City Yards building. <br />Mr. Young advised that Hanrich, Inc., is a very reputable firm and are familiar with the Armco or Butler type <br />building, which is what Staff has proposed. <br />Mr. Young stated it will take approximately six to eight weeks to complete the Plans and Specifications, at a fee <br />of $13,200, and if the City Council accepts the proposal as submitted by Hanrich, Inc., Staff requests Council's <br />direction to enter into the necessary agreement with this firm. <br />Councilman Rehrer asked why Staff had not gone out to bid on this item. <br />Mr. Young stated that on projects of this nature, for professional services, firms submit proposals only, no bids. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, approving proposal as submitted by Hanrich, Inc., for <br />the preparation of Plans and Specifications for the City Yards Building, and directing Staff to enter into agreement <br />for these services. Motion passed, with Councilman Rehrer voting NO. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Agreements <br />Narcotic Enforcement <br />City Manager Huffaker requested Council's approval and authorization for the Mayor to sign an agreement between the <br />City of Colton and the County of San Bernardino for Narcotic Task Force services, covering the period from July 1, <br />1976 to June.30, 1977. <br />Mr. Huffaker advised that funds were approved for this purpose during the 1976-77 budget sessions. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, authorizing Mayor to sign agreement between the City <br />of Colton and the County of San Bernardino for Narcotic Task Force services, from July 1, 1976 to June 30, 1977. <br />Vote was unanimous. <br />Agreements <br />Helicopter Program <br />Mr. Huffaker stated this is a similar type of agreement with the County of San Bernardino for Helicopter Patrol <br />services, from July 1, 1976 to June 30, 1977, for which funds have been budgeted. <br />Mr. Huffaker requested Council approval and authorization for the Mayor to sign the agreement. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, authorizing Mayor to sign agreement between the City of <br />Colton and the County of San Bernardino for Helicopter Patrol services, from July 1, 1976 to June 30, 1977. Vote <br />was unanimous. <br />Administrative Policy <br />Mr. Huffaker reported that, under Council direction, Staff has prepared an Administrative Policy which excludes <br />employees from bidding on City surplus property, equipment, tools, etc., which has been forwarded to the Council <br />for their consideration and approval. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, approving Administrative Policy excluding employees from <br />bidding on City Surplus Property. Vote was unanimous. <br />Specifications/Positions <br />Electric Department <br />Mr. Huffaker reported from his memorandum regarding establishing a pay schedule for the City's Apprentice Lineman <br />Program, which was adopted by the City Council in 1975, and now adds Section F to the program, outlining the Range <br />and Step procedure to be followed. <br />
