<br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, instructing Staff to work with Mr. Marsh in
<br />reducing the existing bus service, and to work with Mr. Parlas and Mr. Marsh to come up with cost figures for
<br />implementing a Dial -A -Ride system in the City to be presented at the first regular Council Meeting in November.
<br />Mr. Marsh then stated he felt that S.B.T.S. could possibly have this information available for the Council Members
<br />within approximately two weeks.
<br />After discussion, Councilwoman Cisneros stated she would like to withdraw her second to the motion as made.
<br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, instructing Staff to work with Mr. Parlas and Mr.
<br />Marsh in obtaining cost figures, scheduling and operation, for implementing a Dial -A -Ride system in the City of
<br />Colton, to be presented to the Council at a meeting scheduled for Wednesday, October 13, 1976. Motion carried,
<br />with Councilman Rehrer voting NO.
<br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, setting the time for the October 13, 1976 meeting
<br />at 7:30 p. m. Vote was unanimous.
<br />Community Development Program
<br />Budget
<br />Community Development Coordinator Arturo de la Cerda requested an addition to the Operating Budget for the fiscal
<br />year 1976-77, which was previously approved by the City Council, for a total of $41,345. Mr. de la Cerda advised
<br />there are HUD funds available for this.
<br />Mr. de la Cerda explained the addition to his original request is to obtain two college students, on a part-time
<br />basis, to assist him with reports and studies on current projects and future programs, and also to obtain badly
<br />needed office space for himself, the two part-time assistants, and a secretary.
<br />Mr. de la Cerda also advised the Council Members of another HUD Program that he has been checking into, the Rehabilitation
<br />Loan Program 312, which allows families of a low income bracket to apply for home improvement loans at an interest
<br />rate of 3 percent.
<br />Mr. de la Cerda stated that in his discussion of this program with HUD representative, Mr. Fields, he was advised
<br />that the City of Colton can participate in Program 312 if the City indicates their interest, how much will be
<br />needed in funds, and the City's ability and capacity to administer this program.
<br />Mr. de la Cerda concluded this Program can be administered in two ways --by the City, itself, or through a County
<br />administered program.
<br />After additional discussion regarding funding and future programs, moved by Councilman Hayes, seconded by Councilman
<br />Gonzales, approving request of Community Development Coordinator to amend Operating Budget for Fiscal Year 1976-77,
<br />from $30,000 to $41,345, to include acquiring part-time employees and office space. Vote was unanimous.

<br />The City Council adjourned to Executive Session at 9:03 p. m., to discuss Personnel Matters, and reconvened at 9:55
<br />p. m., all members present.

<br />A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p. m., in the
<br />Council Chambers of City Hall, Mayor Beltran presiding.
<br />Mayor Beltran led the group in the Pledge of Allegiance to the Flag.
<br />Invocation was offered by the Reverend Delbert A. Shaw of the Foursquare Church.
