Vote was unanimous. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Proclamations <br />Mayor Beltran read in full a Proclamation honoring Miss Allene Shore, Physical Education Teacher at Colton <br />High School, designating October 5, 1976, as MISS ALLENE SHORE DAY. <br />Mayor Beltran presented the Proclamation to Miss Shore, commending her for her many accomplishments over the <br />past fourteen years with athletic teams and programs at Colton High School. <br />Councilwoman Cisneros read in full a Proclamation honoring National Business and Professional Woman's Club <br />Week, October 17 through 23, 1976, and presented the Proclamation to Mrs. Helen Stewart, President of the <br />Colton Chapter. <br />Mayor Beltran acknowledged a Proclamation designating Thursday, October 7, 1976, as RECYCLING DAY, advising <br />that this Proclamation will be presented officially to Mr. Jim Smith on Thursday, during dedication ceremonies <br />of a new recycling service center opened in Colton. <br />Civil Defense <br />Disaster Victims - La Paz, Mexico <br />Mr. Joe Prieto, President of La Union Asociacion Mexicana Trabajadores Unidos, requested permission from the <br />City Council to hold a fund raising event for the purpose of accepting donations on behalf of the victims of a <br />recent storm disaster in La Paz, Mexico, to be held at the Patio Supremo on Saturday, October 9, 1976. <br />Mr. Prieto was asked what type of festivities are being planned for this event. <br />Mr. Prieto answered there are no festivities involved, such as a dance or the serving of beverages, the sole <br />purpose of this request is for permission to accept donations on behalf of the La Paz victims. Mr. Prieto <br />explained there will be a complete accounting made in a Record Book, indicating the name of each donor and the <br />amount given, which will then be turned over to Mr. Alfredo Gonzales, of Radio Station KCAL, who will see that <br />these funds are forwarded to the proper authority. <br />After discussion, moved by Councilman Gonzales, seconded by Councilman Hayes, approving request of Mr. Joe <br />Prieto and Asociacion Mexicana Trabajadores Unidos to hold a fund raising event to accept donations on behalf <br />of La Paz victims at the Patio Supremo on Saturday, October 9, 1976. Vote was unanimous. <br />Community Development Program <br />Section 312 Loan Funds Program <br />Community Development Coordinator Arturo de la Cerda advised the City Council that a letter has been prepared, <br />for the Mayor's signature, to be forwarded to Mr. Bruce Daniels of the Department of Housing and Urban Development, <br />indicating the City's interest and intent to participate in the Section 312 Rehabilitation Loan Funding Program, <br />to be implemented by March 1, 1977. <br />Mr. de la Cerda stated the Council members have received copies of the letter prepared and, if there are no <br />objections, it is requested that the Council authorize the Mayor to sign the letter and forward this on to the <br />HUD Area Office. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, authorizing the Mayor to sign letter to HUD indicating <br />the City's interest and intent to participate in the Section 312 Rehabilitation Loan Funding Program to begin <br />March 1, 1977. Vote was unanimous. <br />Electric Department <br />Utility Bill Letter <br />Mayor Beltran referred to a letter dated September 30, 1976, addressed to the Mayor and Council Members, from <br />Francene Hubbs, stating that the information contained therein is being investigated and a reply will be <br />written as soon as possible. <br />Rai 1 rnadr, <br />Mayor Beltran referred to letters that he had written to the railroads in response to complaints made by Mr. <br />Frank W. Smith, 270 West F Street, Colton, regarding the unsightly condition of railroad properties, and also <br />the problem and noise created by trains in certain residential areas by the trains being left unattended, <br />running idle. <br />Mayor Beltran read in full a letter of response that he had received from Mr. J. E. Sanford, Superintendent of <br />Union Pacific Railroad Company, Los Angeles District Office, outlining steps that will be taken to help alleviate <br />these problems and the arrangements being made to move these trains to the new Bloomington Yard. <br />Mr. Smith stated that this problem still exists and is creating a nuisance and noise in the residential areas. <br />OCT x1916 <br />
