<br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve the Consent Calendar. Unanimous vote.
<br />Mayor Beltran stated the City Council will deviate from the regular Agenda and proceed with Item No. 16.
<br />Parks
<br />Central & Municipal Ballparks
<br />Acting City Manager Johnsen read a Memorandum dated April 1, 1977, from Mr. Roger N. Kehew, Jr., Chief Deputy of
<br />the County Counsel, in which Mr. Kehew advised that the County Counsel finds no legal authority to provide financial
<br />assistance to the City of Colton, either by means of a loan or as an advance against an allocation of proposed funds
<br />from the Recreational Bond Act of 1976, as outlined in Article XVI of the California Constitution.
<br />Mr. Johnsen advised that Staff is continuing to investigate any possible alternatives for providing the lighting im-
<br />provements at the baseball fields of Central and Municipal Parks.
<br />Mayor Beltran stated if he understands correctly, new lights are to be installed at Veterans Park, and possibly the
<br />existing lights that are removed could then be used at Municipal Park or Central Park to improve the lighting condi-
<br />tions at these ball fields.
<br />Recreation Director Max Lofy stated he will check into this matter with the Electrical Superintendent, and possibly
<br />this could bring the ballfields up to playable condition.
<br />Mr. David Lozano, 826 Louise Street, Colton, asked if the City could check with each of their departments to see if there
<br />are surplus funds available to purchase new lights for these ballfields, as originally requested. Mr. Lozano said the
<br />playing conditions at these fields is unsafe and something should be done before the season begins.
<br />Mayor Beltran assured Mr. Lozano that Staff and the Council will be seeking all possible alternatives to provide the
<br />proper lighting.
<br />Awards
<br />Mr. Joe Acosta, President of the Carl Rimbaugh Girls Softball Team, speaking on behalf of the Baseball Leagues, presented
<br />a plaque to Recreation Director Max Lofy in honor of his many years of dedication and service to the community in the
<br />field of sports and recreation, as an expression of their appreciation and gratitude.
<br />Mayor Beltran and Council Members congratulated Mr. Lofy, acknowledging his many achievements and dedication to sports.
<br />Mr. Lofy expressed his thanks and appreciation for the award, and introduced members of his family and friends present.
<br />Mr. Bill Simmons, Director of the Western Division of Boys Baseball, also presented Mr. Lofy with a plaque on behalf of
<br />the Boys Baseball League.
<br />Section 8 Funding
<br />Mayor Beltran reported on a meeting he had attended with concerned citizens of Colton, held March 29, 1977, regarding
<br />proposed housing under the Section 8 Funding Program.
<br />Mayor Beltran stated he was asked to relate to the Council Members the action taken at that meeting, which was a motion
<br />to deny any form of housing in Colton under the Section 8 Funding Program.
<br />After discussion, moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to reject Federal funding under the
<br />Section 8 Program for low income housing in Colton. Vote was unanimous.
<br />MAYOR'S REPORTS AND PROCLAMATIONS:
<br />Mayor Beltran read in full a Resolution of Condolence on behalf of Joan T. Robinson, Mayor of the City of Adelanto, who
<br />passed away on March 27, 1977.
<br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, approving Resolution of Condolence as read by Mayor
<br />Beltran. Vote was unanimous.
<br />Boards & Commissions
<br />Community Citizens Advisory Commission
<br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, ratifying Mayor Beltran's appointments of Mr. Ronald
<br />Harms and Mr. Dennis Morris to the Community Citizens Advisory Commission. Vote was unanimous.

<br />Mayor Beltran declared the Public: Hearing open.
<br />City Clerk Ramos submitted the Affidavit of Publication and reported that no protests or objections had been re-
<br />ceived.
<br />Mr. Gary Mitchell, Planning Associate, stated this item concerns the prezoning of approximately 10 acres of undeveloped
<br />land south of 1,,Jashington Street and east of Interstate 15, from the existing County zoning to R-34, multiple -family
<br />residential with special conditions.
<br />Mr. Mitchell referred to a map indicating the property involved in the proposed zone change and described the surrounding
<br />uses. Mr. Mitchell advised that Staff and the Planning Commission recommend approval of the zone change, subject to the
<br />conditions as outlined in Planning Commission Resolution No. 829.
<br />Linda Beckwith, 23298 Barton Raod, and Durward L. Colbert, 23296 Barton Road, spoke in opposition to the zone change,
<br />stating their concern -For the effect this might have on their property value, possible increase in taxes, and possible
<br />undesireable future development of this area.
<br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to terminate the Public Hearing. Vote was unanimous.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve first reading of Ordinance No. 1513. Vote
<br />was unanimous.
