<br />Mayor Beltran declared the Public Hearing open.
<br />City Clerk Ramos submitted the Affidavit of Publication and reported that no protests or objections had been re-
<br />ceived.
<br />Mr. Mitchell reported this item concerns the change of existing zoning from R -3-X5 multiple -family residential
<br />with special conditions, to R -1-X zoning, single-family residential with special conditions, on land consisting
<br />of approximately 1 acre located on the south side of Chumash Street, westerly of Mohave and fronting on Cahuilla
<br />Street, south of Barton Road.
<br />Mr. Mitchell advised that Staff and the Planning Commission recommend approval of the zone change, subject to
<br />the conditions as outlined in Planning Commission Resolution No. 830.
<br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to terminate the Public Hearing. Vote was
<br />unanimous.
<br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to approve first reading of Ordinance No. 1514.

<br />ORDINANCE NO. 1514 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE NO. 964,
<br />First Reading AS AMENDED, AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS.

<br />Classification Change
<br />Mayor Beltran declared the Public Hearing open.
<br />Personnel Officer Johnsen submitted the Affidavit of Posting.
<br />Mr. Johnsen reported that the public hearing this evening involves a change in classification of the job
<br />description for the Community Development Coordinator position, in accordance with the Personnel System Rules
<br />and Regulations, Resolution No. 2240.
<br />Mr. Johnsen stated the change would formalize a reorganization placing the Community Development Coordinator's
<br />position under the direction of the City Manager, rather than the City Council, as it presently exists.
<br />Camilla Herrera, 248 East N Street, stated that at a meeting held April 5, 1977, the Community Citizens Advisory
<br />Commission recommended that the Community Development Coordinator's position remain under the direction of the
<br />City Council, rather than the City Manager, as recommended this evening.
<br />Miss Herrera also reported on a mandate received from Jerry Harris, Secretary with the Department of Housing
<br />and Urban Development, which stated that in not considering funds for housing under the Section 8 Funding
<br />Program could possibly jeopardize possible funding for future Block Grant Programs. Miss Herrera concluded
<br />she hoped the City Council's action this evening will not deter other sources for federal funding and future
<br />programs.
<br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to terminate the Public Hearing. Vote was
<br />unanimous.
<br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to approve recommendation of classification
<br />change for position of Community Development Coordinator. Vote was unanimous.
<br />Mr. Dean Carter, 800 North Second Street, spoke to the Council in opposition to the Section 8 Program and low
<br />income housing in Colton, and stated the Council should also consider the positions of other high-priced
<br />administrators of various Boards and Commissions in the City.

<br />Mr. Lynn Oden, representing the Institute of Cultural Affairs, presented the Council Members with packets
<br />containing information on the "Town Hall Meeting" program, and showed slides of various cities and states
<br />where this type of program has been conducted.
<br />Mr. Oden advised the initial cost of the program is approximately $600, and the Institute is now evaluating
<br />this program in an attempt to decrease the total costs.
<br />Mayor Beltran commented that the City could not, at this point, subsidize this program.
<br />Mr. Frank Rebollo, Manager of the Chamber of Commerce, stated the presentation this evening was for the
<br />Council's information only, and that if the City were to become interested and proceed with the program, it
<br />would be through the joint efforts of the various local businesses in Colton.

<br />Mr. Gary Mitchell, Planning Associate, read a letter dated April 5, 1977, addressed to Mr. Larry Hendon,
<br />Assistant Executive Officer of the Local Agency Formation Commission, regarding the City of Colton's Sphere of
<br />Influence and reorganization proceedings concerning the Central Valley Fire Protection District (L.A.F.C. No.
<br />1619), indicating the City's views on these matters.
<br />Mr. Mitchell requested Council approval for Mayor Beltran's signature on this letter, to be forwarded to Mr.
<br />Hendon.
<br />Moved by Mayor Beltran, seconded by Councilman Rehrer, authorizing Mayor to sign letter addressed to Mr.
<br />Hendon of the Local Agency Formation Commission as presented by Staff. Vote was unanimous.
