Mr. Young replied that in his opinion, the City needs to go into the real estate business and sell cemetery lots; u <br />to this time the City has been dealingp <br />primarily in burials. Mr. . Young said in order to do this, qualified personnel <br />will need to be assigned to knocking on doors to acquire sales; additionally, money derived from cemetery lot sales <br />will need to be invested in revenue producing certificates. <br />Mayor Beltran read an excerpt from the Cemetery Commission Minutes of July 21, 1977, in which the commission <br />approved mailing out the questionnaire survey with emphasis on certain wording. Mayor Beltran said that since the <br />commission has considered the survey, the Council should approve the recommended six months budget <br />the outcome of the survey and after the survey take whatever action is dictated by the survey, g pending <br />In response to whether the Cemetery Commission had discussed and considered strong cemetery promotional acti- <br />vities, Mr. Gerald Dejong, stated the commission had only discussed sending out a flyer to Colton residents if the <br />rates are increased, informing them of a 30 -day period wherein plots can be purchased at the existing rate schedule. <br />Mr. Dejong referred to past minutes of the Cemetery Commission in which this practice had been approved. <br />Councilman Gonzales moved to tentatively approve the six month Cemetery Budget of Community Services contingent <br />on the outcome of the survey. ;seconded by Councilman Rehrer. <br />Mrs. Darlene Trimble, Cemetery Commissioner, addressed the City Council saying she was absent from the <br />commission meeting on the day the utility survey was considered, however, she had submitted her opinion and re- <br />commendations in writing to the commission. <br />Mrs . Trimble continued, saying she is opposed to the survey as it is written; as in her opinion, it is very slanted and <br />that the mailing of the survey would not be truly successful as the city would receive minimal response making the <br />mailing operation an unjust expense to the city. <br />Mrs. Trimble stated the Cemetery Commission had met frequently in an effort to come up with ideas and recommenda- <br />tions for making the cemetery a sound operation and each time their recommendations were rejected by the City <br />Council. Mrs . Trimble said in order to get a strong sampling of what the community wants to do with the cemetery, <br />the question should be placed on the city election ballot. <br />Mr. Dejong questioned Account 39 - Collection Costs recommended at $1,450.00. <br />Finance Director Holt replied this is the cost charged to the cemetery activity for collecting delinquent accounts. <br />After listening to Mr. Dejong ob;iect to the management of the Cemetery and the ever increasing budget, the vote on <br />the motion was called for. <br />Motion passed on unanimous vote. <br />ADTOURNMENT: <br />On motion of Councilman Rehrer, seconded by Councilman Gonzales, to adjourn, the Mayor adjourned the meeting <br />at 7:08 p.m. on unanimous vote. <br />HELENA.
