Vote was unanimous. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Councilman Hayes read in full a Proclamation honoring RICHARD DAUER DAY, August 5, 1977, and presented it to the <br />Dauer Family. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Air Pollution <br />Hal Kelley Grain & Milling, Inc. <br />Community Services Director Earl Young read in full his memorandum dated July 28, 1977, regarding the Hal Kelley <br />Grain & Milling, Inc., and the continued problems with dust causing air pollution from the operation of the mill. <br />Mr. Young read portions of the State Health and Safety Code, <br />Section 415085 and standards adopted by the Southcoast <br />Air Quality Management District, Rules 401 through 4055 pertaining to the discharge and emission of air contami- <br />nants, particulate matter, or other materials. <br />Mr. Young stated the City Council, if they desire, may establish stricter standards than those adopted by the State <br />.or District, or continue to have the Southcoast Air Quality Management District provide the monitoring and analysis <br />programs that they have been established to do. <br />Mr. Frank Smith, 270 West F Street, Colton, stated this problem has been going on for a long period of time, and <br />the Kelley Mill is not going to do anything about it unless the City Council really gets strict with them and <br />forces them to do something. Mr. Smith said he feels that the City should definitely adopt an Ordinance to regu- <br />late this problem, as everyone else is forced to comply with certain requirements. <br />Discussion followed on the maintenance of the mill building and Staff's report. <br />On Council consensus, the City Manager was instructed to check into this problem, visit the mill and its personnel, <br />and report back to the City Council. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Personnel <br />Special Projects Program <br />City Manager er Calabrese referred to a memorandum from the Personnel Assistant dated July 28, 1977, regarding con- <br />sideration of a Special Projects Program, CETA VI -B, and an allocation of $323,850 of Federal monies to fund the <br />one-year program. <br />Mr. Calabrese recommended approval of Resolution No. 3709, outlining the classifications and monthly salaries for <br />the positions with the City. <br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, to approve Resolution No. 3709. Vote was unanimous. <br />RESOLUTION NO. 3709 - A RESOLUTION OF THE CITY COUNCIL OTHE <br />FORCITY <br />PEROONNCOLTON <br />ESESTAB- <br />LISHING A PAY AND CLASSIFICATION LAN <br />UNDER THE CETA VI -B, SPECIAL PROJECTS PROGRAM. <br />Personnel <br />Specifications/Positions <br />Mr. Calabrese requested Council approval to set for public hearing on August 16, 1977, consideration of the re- <br />classification of the Secretary II position to the Community Development Coordinator to Administrative Technician. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to set for public hearing on Tuesday, August 16, 19779 <br />the reclassification of the position of Secretary II to Administrative Technician. Vote was unanimous. <br />Revenue Sharing <br />Mr. Calabrese requested Council approval to set for public hearing on August 16, 1977, the Revenue Sharing Funds. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to set for public hearing on Tuesday, August 16, 1977, <br />the Revenue Sharing Funds.
